Only one of those was really Goku's fault.
But yeah, Goku's complete lack of development (combined with his inability to learn or develop or for anything to have any sort of affect on him, along with how he's not even allowed to actually save the day anymore) have been a massive detriment.
While he's not the same person he was when this began, he's still managed to not change all that much, and that's only more clear as an adult.

He loves the beautiful billionaire genius for her personality! Meanwhile Goku's personality went back to its roots. Pure and devoid of evil thoughts, sure, but also selfish, impulsive and bored. I love the irony of after Goku having been the pillar of justice throughout Z, Vegeta is becoming more and more like a potential Big Good, while Goku admits that he never saw himself as a hero.
It's hard to see where the story can go from here. My only request is that Vegeta should finally avenge his father and birth planet when Frieza inevitably comes back. Other than that... Goku is OP even without Zen-oh's call button. So I would suggest they scale down the enemies and make someone like Goten or Piccolo fight.
My internal fanfic idea is that a moon-sized comet comes and Bulma wants to make it our new moon, so she recruits Trunks to push and Piccolo because Kami brought the moon back once. For an added twist, this comet is inhabited by whomever killed the dinosaurs (or tried to, if we want to finally tackle that). Once that's over, we have eclipses to play with! Messed up Xenobiology is a bottomless well of excuses, after all!
I don't think they'll ever do the former. Toriyama wouldn't because people want to and he seems to deliberately prefer doing what people don't expect.
As for the second one, with the way Ki works, scaling down enemies wouldn't make them a threat, because having a higher ki means you are faster, stronger, and more durable (though naturally race advantages may also come into play).
Plus, scaling back an enemy so they'd be beatable by Piccolo or Gohan means it's even more likely that Goku could beat them, because if they are in the ball park of the latter two, then why do you need them when Goku can stomp them easily.
Of course, the logic that Goku has to specifically be the one to fight them is probably questionable in itself.

Or have something weird happen to the Saiyans, or just the pure blooded Saiyans, which keeps them from being the Big Damn Heroes in every arc.

Otherwise, he'd have done it already.
Despite our statement that Goku doesn't develop much, he seems to prefer him to everyone else.
He claims to not like Vegeta, but the latter has had a better arc than most of the characters barring Piccolo and Gohan, which is weird, but I guess there's something about Vegeta that makes him a useful writing tool.
