As for why fans tend to not remember; let's keep in mind that the Anime is easily way more known across the globe than the manga, so it's understandable people just took whatever it did as canon.

Hell, even if he ultimately chooses to be bad Cell has a bit more of an excuse than Vegeta in that he was created to be killing machine while Vegeta was merely raised in a culture of space pirates. There's also the parallel with Piccolo in that both were born to kill their creator's arch-enemy and do wicked things, but Ma Junior softened up while Cell just became more of a prick. Also while Android 17 and 18 prove they aren't set in stone, Cell proves he's the exception to that. Dude really plays the Shadow Archetype role of prior villains to a T
Seeing how the amount of people you kill wouldn't affect how evil a person is, that literally doesn't matter.
It only affects how okay you are with killing in general...depending on the person it would make one want to kill less.

I headcanon that Grade 3 is half as fast as Super Saiyan 1, only slightly faster than Kaioken x20, but it's a question that's really so up in the air that there are no truly wrong answers. Except for it being as fast or faster than Grade 2, I agree that wouldn't be enough of a detriment for Vegeta to not use it.

It seems that this time, King Vegeta was worried that Broly would be stronger than his son and promptly sent Broly to a remote planet.
I have a question regarding Cell. If he were to come back, can he still absorb 17 and 18? It doesn't look like he needs to but that question always lingered, especially because Perfecter Cell came back Perfect for some reason

Uni catSome of the spin-off and what-if plotlines over the years have shown Perfect Cell with the ability to extend his tail and absorb things if he wants to, but how "canon" you want to consider that is up to you.
If you accept that, then he probably could re-absorb them... but why he would is another question, if he's already "perfect".

Well in the case of Buu, the original Buu who committed all those killings split into two beings, with two different souls (Super/Kid Buu with one and Fat Buu with the other). So the redeemed Buu technically isn't the same guy, even if he has much the same personality and all his memories.
In the case of Piccolo, as improbable as it is there's no confirmation that he actually killed so much as a single non-evil person (his father obviously did though, but saying he's responsible for that is like saying Uub is responsible for Super/Kid Buu's acts). With the Androids, you could probably blame 18 for that truck driver Vegeta killed. She probably could've slapped that small ki blast out of the way instead of jumping out of its path and letting the civilian take it.
