What part were you watching? Gohan vs Cell. It can't be the Black arc; that one was all sunshine and lollipops.
SE Dit: that part earlier about King Kai giving the Saiyan history? I took Beerus to be the God who got sick of the Saiyans, not the Super Saiyan God. Beerus was known to both King Kai and the Vegeta family, and was the one who convinced Freeza to get rid of his cash cows. It would be well within Beerus's job description to do so if they posed a threat to the Kais.

I've always found it funny that Cell has canonically killed less people than Vegeta yet he remains pure evil from start to finish, and Vegeta ends up having a Heel–Face Turn. Particuarly in the Cell Saga where Vegeta's still enough of a prick he'd probably kill more people than Cell if he felt motivated
I'd be interested in seeing a canonical body count tally for each character. The Zeno probably win, followed by Zamasu, followed by the various Gods of Destruction, followed by Buu and Freeza, followed by Vegeta. Depending on how culpable you think Goku is for the Tournament of Power, his body count is either in the 10s or in the trillions.
Does body count matter if he still intends to kill people?

@Sigil the manga Cell arc isn't that much longer and the whole recruiting Dende bit adds humour where it is appropriate.
The Namek arc also doesn't have a lot of room for humour when it is being serious, and it's about the same length.
It would be a much larger issue for the story to be unable to take itself seriously when it needs to, and as much as I love the Boo arc this is a pretty big issue it has where horrible things happen but they still make gags through it and undermine any emotional reactions.
Perfect Cell is definitely distinct from Freeza. His love of combat and challenge is distinct from Freeza, and clearly mirrors Goku and Vegeta. He definitely feels like he combines the personality traits of the people he is made from (including the way evil Piccolo Jnr acted), but the end result still feels like a singular character.
Super Boo and Cell aren't very similar. Fat Boo enjoyed fighting stronger guys, and Super Boo inherited that and twisted it into needing to be the strongest. That is similar to Perfect Cell, but it is also a common mentality of powerful fighters in DB.
After absorbing Piccolo and Gotenks he does act more like Cell in his snarkiness, but that makes sense when he's influenced by Piccolo.
I never saw Piccoro as the snarky type...

And he actually tries to prevent Goku and Vegeta fusing, which is much unlike Perfect Cell.
Evil Piccolo really enjoyed gloating and shit-talking people.

This entire post has said nothing factual.
Would a Saiyan still transform into the mighty Oozaru if they saw the full moon during the daytime? Vegeta seemed to think so, he planned their arrival to happen at a time when the full moon would be out. Goku also transformed during the 21st Tenkaichi Budokai in the evening. So, why didn't Goku and Gohan constantly go Oozaru whenever the full moon was out at daytime?

Seems pretty straightforward. Porunga is stronger than Shenron, so Porunga could grant wishes that affect Shenron or people stronger than Shenron but weaker than Porunga, while Shenron couldn't supersede Porunga's power unless Porunga gave Shenron permission.
