I wonder who's idea it was? We know Toriyama had planned on having Goku and Vegeta do Dance Fusion originally, but Toei jumped the gun and beat him to it and he changed gears to Vegetto and the Potara earrings instead. That being said, Gogeta is technically Toei's baby since they made him first. Also, the Blue Gogeta vs Blue Vegetto vs matches can get really interesting now, since we now know there's literally no difference between the two types of fusion, especially when Goku and Vegeta do it.

I spent the whole video saying to myself that all of them have been important in one way, and in the end, Masako seemed to agree with me.
Gohan, Roshi, Popo, Kami and Whis have taught him some basic concepts that have formed the backbone of Goku's philosophy on fighting.
Roshi again, along with King Kai and the Metamoris (sp) gave him some of his most valuable techniques...well ok, Kaioken had the bad luck of being usurped by a superior technique, but I'd like to think that concept behind it (releasing a lot of power at the right moment in a short burst) is still something Goku takes to heart, because it's rather smart. The Spirit Bomb is the same way: ultimately rendered useless by the Power Creep, but that can't be helped.

One Strip! One Strip!In quality added to the series it's no question, Roshi gets to deliver a lot more martial arts philosophy than the entire rest put together (including a lot of the genuinely good stuff from the series) and his defeat of Goku in the 21st BT helped cement Goku's attitude to fights for the entire series. In terms of techniques... well, again, Roshi teaches Goku the Kamehameha, a move that's more influential to his moveset than any other could or would be. King Kai comes in second with Kaioken and Spirit Bomb though, the latter contributing to one victory and sealing another, while Kaioken saw a lot of use in minor battles before Goku got SSJ.
But in terms of combat support, King Kai was mission control during a lot of Goku's most critical moments. Roshi tends to be left behind in a lot of the arcs when he wasn't retired and the main Battle Arc when he is around it's more that he puts in legwork by attempting to seal King Piccolo than supporting Goku, since he dies too soon to help in that regard.
Weakest master is no question for me though - Kami helps create a lot of plot holes for his tenure and really didn't feel like he had much of an impact on Goku's training. (I know Saiga is going to argue with me over these things) He just feels sort of incompetent to me.
I'd actually put Mr. Popo up fairly highly if not for the... well, him being a blatant racist caricature. He still beats Kami for me though, since he felt like he taught Goku more.
In short: Roshi > King Kai > Korin > Whis > Mr. Popo > Kami.

-His training gave Goku the largest raw power boost of any of his mentors (from 416 to 8,000 in base, 16,000 comfortably, and 32,000 in bursts).
-He taught Goku two techniques, the Kaio-Ken and Spirit Bomb, that proved far more useful than anything the others ever taught him. In fact, none of the others taught him any techniques at all, besides Popo helping him to get ahold of ki sensing.
-He remained a useful source of knowledge and wisdom long after he became irrelevant power-wise. When's the last time anyone gave a shit about what Roshi or Karin said?
-He wasn't just a useful source of wisdom in martial arts, he was overall intelligent and helped the heroes solve problems he really didn't need to. For example, he came up with the plan to use the Earth's Dragon Balls to revived everyone that was killed on Namek. He also uses his telepathic abilities to enable conversations between the Afterlife and the living world, and to facilitate communication in the living world across vast distances, e.g. connecting Goku and Satan with the people of Earth during the battle with Pure Boo, or connecting Goku with Gohan during the beam struggle with Cell.
-He wasn't even that mad at Goku for the unwilling Heroic Sacrifice that destroyed his planet and killed him.
-Goku was still training on his planet in the seven year skip from Cell to Boo and was still doing so as late as five years after Boo. When considering Goku started training with him at the start of the Saiyan arc, that means he was Goku's main instructor for over 17 years. No master has lasted anywhere near as long.
-He gave Goku the gi he wore on Namek baring Goku's own symbol instead of anyone else's (after wearing Kaio's in the Saiyan arc), symbolizing that it was under him that Goku finally completed his training and became his own master.
-He's sometimes more perceptive in matters of Goku's power than Goku himself, e.g. pointing out he was depleting all of his energy and his time on Earth during his fight with Fat Buu and couldn't sustain it.
-It's implied that he narrates the whole series.
-His signature technique is named "Fist of the World King", which is totally metal.
-He's a fat blue catfish guy who loves video games, bad jokes, driving his car around his small world, and Lennon Specs.

But yeah, argument's pretty infallible. King Kai probably remains the single biggest reason earth isn't a pile of dust. Roshi did offer some sage advice in the last manga chapter, but he loses too many points for being Roshi for me to care.
You are not alone.King Kai wasn't the father figure that Roshi was. So Roshi takes it.
Goku and Krillin were practically his sons and he even taught them about things besides Martial Arts.
