Just 'cause, I decided to lay out how I think Ultra Instinct and "Omen" function in the anime using numbers because that's how I understand things well. Basically, UIO Goku is constantly rising in attack power ever since his first transformation into the mode as he gets gradually more used to it and slowly casts aside his fear and anxiety over the universal erasure, giving in to instinctual combat.
This is hinted at in his first transformation into UIO when Piccolo notes that his attacks are getting stronger, and Whis explicitly spells it out while UIO Goku is fighting Jiren shortly before Goku completes Ultra Instinct.
SSB Goku: 1, KKx20 SSB Goku: 20, 60% Jiren: 28.2
Spirit Bomb: 30, 70% Jiren: 32.9
UIO Goku: 50 (30+ attack), UIO Goku: 50 (33 attack), 80% Jiren: 37.6
LSS1 Kafla: 20, UIO Goku: 50 (33+ attack)
LSS2 Kafla: 40, UIO Goku: 50 (40 attack)
100% Jiren: 47, UIO Goku: 50 (40+ attack), UIO Goku: 50 (47+ attack)
UIO Goku: 50, UI Goku: 60
Super Jiren: 65, UI Goku (angry): 70
It is true that they fixed the issues with Regular SS and SSB, but I fully believe if Toriyama wanted it to be a thing again, it would be.
Then again, I'm unnecessarily harsh on him. I've clearly become an Anime whore.
But yeah, Kaioken Blue is alright with me (as I always thought that figuring out a way to combine any form of SS with Kaioken was Goku's next logical step), but he didn't succeed until Blue.

... Huh. I just realized how much of a story-breaker Kaioken could really be if it was used to its fullest potential. All the hullabaloo about trying to reach SSJ 2 during the Cell saga could've been avoided if Goku had just stacked a x10 with SSJ. He would've been stronger than a SSJ 3 (50 multiplied by 10 is 500, and SSJ 3 only multiply's base by 400). And if you really think about, SSJ 2 is basically just SSJ (x50) and regular Kaioken (which is x2): 100.
Maybe it was for the best that Toriyama never brought it back after the Freeza saga.

Or it he'd set more limits to it.
I'm mostly arguing for Kaioken because I like it. By this point, I'm painfully aware of the narrative flaws of using it.
Though to be fair, it only gets busted out now when it can't save the day, because the other dude is too strong.

Well, that's what the anime says, and it makes sense, but no explanation like that was ever given in the manga, or by Toriyama himself.
So while we can extrapolate that based on what we know, it's entirely possible there's another reason for not doing it, or no reason at all (as this is Toriyama, and he can and will drop an idea without bothering to explain why).
I've proposed that idea myself, but I'd like to get an official reason from the man himself.

- Oozaru: 10x
- SS 1: 50x
- SS 2: 100x
- SS 3: 400x
- SSG: 2400x. Beerus says at one point of the movie that this transformation forced him to fight at 60% of his power, even though he was lying, and before that in Super, Vegeta in his Super Saiyan 2 Rage Mode managed to rival SS 3 Goku, and Beerus uses the same lie to state that was enough to rival 10% of his power.
- SSB: 2800x. Whis states in the Ressurrection F movie that both Goku and Vegeta can fight Beerus at 70% on their own.
- Kaioken SSB: While Kaioken multiplies one's strength, it's hard to determine the change in power. At 10x, a 28k multiplier seems too farfetched to me.
- SS Anger: Hard to say. A Super Saiyan 2 being able to compare itself with a SSB just out of pure, unadultered anger looks much like a massive Ass Pull thanks to the power difference between both Trunks and Goku, and their maximum transformations.
- Completed SSB: Hard to say, but definitely is a step up from the normal SSB.
- Beyond SSB: Still VERY hard to say.
Noting that any multipliers beyond SS 3 are speculative.
But nice calculations on the power levels tho. However, if we go on math like that, this means Earthlings are basically useless... Which Roshi proved us, they aren't.

I wonder if Toriyama is just an impatient guy. He does tend to jump to the biggest possible situation as soon as possible, and while he can build up characters, he's just as quick to make them old news and do something completely better later on.
