Though I'd argue the punishment is not using the balls for selfish or selfless wishes, but using them so much in the first place.
They do kinda use the balls as a massive crutch. Hell, on two occasions, they've been ok causing shit because they can just undo the damage with the Dragonballs.

Forever liveblogging the AvengersNor do I. I don't think Toriyama is gonna do that though. The fact that Frieza is still an evil prick is still very apparent, and he's made it clear he's never gonna change.
At the most, he's learned pragmatism, and seems to have finally given up his grudge against Goku (if for no other reason than the fact that Goku is still more or less stronger than him).
He just gets to rule the universe unopposed since he's still the second (or third) strongest mortal in his universe.
One Strip! One Strip!Vegeta fought a completely fresh Jiren, while Goku and Frieza dealt with a Jiren who was pretty worn out himself.
Kinda different situations there.

I did like that detail, but it raises some incredible Fridge Logic about the dragon balls - it means the cast are being punished for using them selflessly, whereas selfish wishes would result in nicer dragons. That completely shoots the arc's intended message in the foot.
