Because pandering.
Anyway, I think this chapter handled the secret fighters better than the anime. 18 gets taken out because she can't sense ki and was unaware, Piccolo gets taken out despite being able to sense the fighter because he assumed it was the wrong gimmick. He also shows that he can handle the invisible fighter quite easily.
still disappointed with the Roshi and 17 pandering but that's pretty clearly going to be a big part of both versions.

That is a good point. Though it still would have been nice if 18 got some eliminations before she went. That's a thing about the anime. Everyone got to take out someone and somewhat prove their worth, whereas this one has some of them getting taken out without making any difference. It's a little irking.
Edit:
You could argue that Roshi's mere presence is pandering (even if that's a little much) due to the fact that...well, Roshi hasn't been a serious combatant since the King Piccolo arc. In fact, he deliberately bowed out of fighting there. It doesn't help that there's apparent Word of God from Toriyama that Roshi would have been a big player in the Saiyan arc if he'd made the effort to keep his training up. We've gone over how there were characters who were a better choice than Roshi (or even Tien and Krillin) but he got in instead.

One Strip! One Strip! Not really, Roshi still has years of experience over some of the others. And most fans seemed to enjoy his contribution to the tournament in the anime.
Of course the anime had him elimated before Piccolo or 18.
I personally liked seeing serious Roshi one more time. I honestly prefer that to him being an old pervert all the time.

It could easily be argued that Roshi's mere presence is pandering, yes. Not necessarily that he should be the first one knocked out or anything, inherently chaotic nature of the situation and all, but there just were no good reasons for him to be there.
His years of experience just do not mean as much as people want them to, and they haven't for a long time. Trying to pretend they do now, just comes off as jarring for many.

No when the gaps in skill and power are as great as they expected they don't. Roshi became obsolete years ago, and he accepted that gracefully.
In the anime what he did didn't even really come down to experience anyway; he either tried to brute force things, or spam the Mafuba.

Let me ask you this then: could Roshi beat Cell? Since he's so much more experienced than him, after all.
Yes, knowledge and skill can certainly make a difference in some circumstances, but at a certain point the gap in power is such that no amount of "experience" can overcome it. The series has never pretended otherwise, and Roshi was at that point years ago.
Going "power levels are stupid" just tells me you're not actually interesting in discussing this honestly.

This isn't power level's, this ain't some numerical calculator nonsense.
Its power-scaling. The levels of strength each character is in that separates the humans from the Gods.
Its why SS 2 Future Trunks matching a Rose Black or a SS 2 Caulifla matching Blue Goku is absolute bullshit.

"I am Alpharius. This is a lie."The Mafuba seemed to work on guys like Zamasu, so probably. Cell would certainly be cocky enough to just stand there and take it.
Besides, it wasn't just the Mafuba, a lot of Roshi's old techniques were really useful in the tournament.
And Power Levels not mattering is just how it is and harping of about power levels gets old. They are always all over the place and change on a dime. It's not something that should be taken seriously.
×2
Except Caulifla didn't match Super Saiyan Blue, that's a falsehood.
The one that could keep up with Blue Goku was Kale. Caulifla was pretty banged up by that point.
In fact, they showed that Super Saiyan 2 Caulifla couldn't keep up with Super Saiyan God Goku.

And for the record, I don't really have a horse in this race. Yes, Roshi being there is pandering, but at a fundamental level, that's what Super is. So I'm not going to be upset at anyone who likes Roshi being there, if you enjoy the character and how he was used, I'm glad someone got enjoyment out of it.
I'm just not going to agree that, with the options available to them, he makes the most sense to be included from a logical standpoint, because he doesn't.

Or to put it another way; power levels in Dragonball are stupid. Experience should be an asset. But it isn't. It's what the series has done, and it hasn't changed how the power works (by forcing everyone to learn a new type of ki or whatever). So Roshi being there is inconsistent (Yamcha should logically be stronger than him, let alone Buu), and inconsistent can often be worse than stupid. Whether it is or not in this case comes down to whether you value any interesting situations Roshi can bring up compared to the consistency of the power system.
And while it has been inconsistent in the past, or brought up poor reasons for people to get more powerful (cough Ultra Divine Water cought) Super is way more inconsistent.

"And when the last law was down and the Devil turned round on you, where would you hide, the laws all being flat?"Also not true. Experience and skill does indeed matter, but only when the characters are comparable or not too distant in strength from one another. This seems perfectly reasonable to me.
But in many cases, complaining about how "skill" or "experience" don't matter is like complaining about how an unarmed human has an approximate 0% chance of winning a fight against an elephant. It just isn't a factor in how that's going to go, and it's ridiculous to expect it to be. Famed martial arts master or not, you are more than likely going to get trampled or gored to death by that elephant.

I mean Super's more inconsistent in general. There is no single moment in OG Dragonball or Super more baffling than Trunks's Spirit Sword, for instance.
But ignoring any brute strength, Roshi shouldn't be anywhere near in the same speed class as most of the people he's up against.

"And when the last law was down and the Devil turned round on you, where would you hide, the laws all being flat?"Spirit Sword was cool though.
It's not like he defeated anyone like Jiren or Toppo. He didn't eliminate anyone that was ridiculously stronger than him.

Yeah. You're right. So the order apparently isn't as fixed as we thought...wow. That makes Tien and Krillin look really bad considering they're both much stronger than Roshi. Why did they get taken out so quickly while he's still in it?
One Strip! One Strip!
