Based on Toriyama's recent comments
about writing the upcoming Dragon Ball Super movie, far from it.
The amount of contributions and effort he's made on Super, and modern Dragon Ball in general, has zigzagged a lot, but he seems genuinely interested in work in the franchise in some capacity nowadays. Toyotaro and even Toei can accredit to that in terms of trying to appease him.

I know, but being able to see through someone's strategy and holding back is equally over-exaggerated in shonen. The two seem pretty equivalent to me - not that big a deal realistically, but a staple of shonen.
If it helps, even when Jiren is pointed out Goku saw through him and acknowledges his name, the dialogue comes off as still being pretty dismissive.
