I find it hard to believe that in the eons that life has existed in Universe 7, no-one who were good enough to keep their bodies in Other World either was ever stronger than Buu Saga Goku or didn't become stronger in the potential eons they had to train in Other World
Well that would require them to reach Kid Boo strength..........

The manga is very consistent about the fact that the strength of Freeza was incredibly rare, and that by the Boo arc the heroes have outpaced the rest of the universe. This is the final arc we're talking about, there's no reason for Toriyama to create extra characters who are more powerful than Goku and it would go against the themes he'd been pushing that arc.
I'm not even so sure what's hard to believe. There's no rule to say a minimum for how powerful you'd get from training over time, so there's no reason to assume someone must be on Goku's level in the afterlife when his power far surpasses almost everything in the living universe.
I guess it makes sense
There's only twenty some inhabited planets so that lowers the candidate pool significantly
But what kind of afterlife training was there that Goku could blow past supersaiyan 2 right to 3?

One Strip! One Strip!I mean, that would be cool, except there were still options around stronger than Kid Buu that they could obviously use but, didn't.
Gohan or Super Saiyan 3 Gotenks could have easily ended Kid Buu, no fuss. They just didn't bring them because "symbolism". Some people might be okay with that, others, not so much.
