His visions of the future could be interesting to pair with Time Breaker shenanigans, he'd get a chance to interact with Goku given he had so many visions of him in the original film, and it'd provide a decent enough reason for him to acquire Super Saiyan.
It'd still kinda miss the point of his story being a tragedy, but it seems like a role that'd fit what they're making him into lately.
Because...he doesn't get any significant attacks.
So, instead...the Kamehameha has to be his regular, while the Super version has to be his ultimate.
Even though every other SSJ form of all the Karrots has the Super Kamehameha as a regular.

Check out my art if you notice.Well they are teens converted into machines rather than trained fighters so going hand to hand and using basic ki attacks doesn't seem that odd especially if their purpose is to be absorbed by cell later. Best not to give them something that could kill what would be later hunting them.

Forever liveblogging the AvengersCell was probably designed to be stronger than the androids anyway, it's just that he's stronger than the ones from his timeline-a timeline almost identical to Trunks where they are weaker
What do you guys think is the most likely in-universe reason why the androids were different in the main timeline from the future timeline? I've come to believe that because Goku lived longer in the main timeline Dr Gero was more focused on powering them up for the inevitable confrontation, and had to do some behavior modification for this. Android 19 was made because Goku was still alive to inevitably fight. 16, however, was probably in both timelines, the future androids just didn't let him out of his capsule
Cell never meets the version of the Androids in the main timeline before powering up, so there's no reason for him to think they'd be stronger than the versions in his original timeline. He still thinks he needs to absorb a shitton of people in order to be strong enough to take them by force.

You might as well complain that Goku doesn't seem stronger than Frieza because he never actually blew up a planet but Frieza did. He clearly has the ability to do so, and context and actual dialogue makes that obvious. The same goes for the Androids.
Having higher numbers than someone isn't the same thing as having impressive feats. Just being told something isn't by itself enough to really sell having a new level of power. It's something Dragonball has struggled with for a long time.

In hindsight, the Androids don't really have any big signature beam attacks, do they?
