You know, seeing the talk about 17 and his barrier, I can't help but wonder how strong it was meant to be in the manga.
Like most techniques, Toriyama only ever had the character use it that one time against someone as strong as he was, so we have no idea how he'd have intended it to fair against people much stronger than him.
It'll be interesting to see if Toyotarou has 17 use it, and if it's power is as great as it was portrayed in the anime considering how it's rare for weaker techniques from certain characters to mean anything.

Then he learned how to actually use Ki, and the others were just totally outmatched.

The story with his mom), but they mention that being an infiltration baby has a low success rate, which I can buy. Vegeta told Goku that they send weaklings like him to planets like Earth, and that he was basically thrown away.
So from the Saiyans perspective it would be a win either way: either they purge weak blood, or the experience is actually successfully and they get a better Saiyan out of it, and a planet to sell.
Average saiya-jins can't be much more than Freezer's average soldiers...

Why did he come back in time at all? Was it that he was from a future where the Androids were destroyed so he needed to go back to a time when they were alive to achieve his perfect form?

I've always liked the idea that Oozaru actually held them back and was why Super Saiyan was so rare. A 10x boost is enough to wreck practically everything they came across, especially if they were in groups. This probably kept them from doing really intense training and lowered the amount of zenkai boosts they would have gotten otherwise.
