Cabba is noted as a rookie prodigy in the army, Caulifla is running some gang, and Kale is dealing with love insecurities and self-hatred. Caulifla also calls Goku "old man", so she at least sees Goku as much older than herself.

Eh she's of legal age, plenty of people have gone out with people older then they are. We were talking about 17 possibly getting with a significantly older Violet like a day ago.
I once had a conversation about this with a friend who was uncomfortable with the relationship, I thought it was due to Goku being married but he was talking about the age difference between the two.

This is followed up by them declaring that they're going to beat Goku together as a team with the power of their love for each other, all while holding hand with fingers interlaced. Holding hands in public is a BIG thing in the gay community, and interlaced fingers is one of the most overt symbols of romantic love that exists. That moment completely dropped any subtext or pretense, they're lesbians.
It's not "dropping the subtext" until they actually have them saying or doing something blatantly romantic.
And, no, going "holding hands in public is a big thing in the LGBT community" doesn't qualify because 1) why do you assume things like that transfer to Japan and 2) holding hands is not just a romantic thing, let alone a specific LGBT thing.
If you want them to get together, that's fine (I don't think they'd make a particularly healthy couple, but that's never stopped Dragon Ball before) but don't pretend they are and there's no room for debate about it.

2) No, handholding is MUCH more of a romantic and important gesture in the LGBT+ community. Straight people holding hands: "let's hold hands and walk together, because I like you". LGBT+ people holding hands: "let's hold hands and bravely and openly affirm our sexuality to the world". The interlaced finger version carries an air of reassurance and solidarity on top of that. Given all the hints already set up, Kale and Caulifla holding hands while making a speech about how important they are to each other and how they'll overcome any obstacle together is one of the gayest things I've ever seen.
