Though I don't mind 17 and 18 still being in. They have more of a reason than Krillin Tien, Roshi, or Yamcha.
I know we're all not exactly enamoured with how much 17 has been shilled, but maybe the manga will tone that down a bit.

This song needs more love.Yeah, I'm fine with 17 and Freeza in this arc, if only because them staying in for so long has made it much less predictable. 17 in particular has a bunch of really nice looking barrier techniques.

He kind of just flips back to the original kinda grumpy rival mold that Tien used to have that Piccolo improved vastly on by having Gohan as a morality pet except Vegeta's gimmick is "Saiyans are the best" which is getting really grating.
In combat whereas Goku's shown he can display quite a bit of variety (Kaioken, afterimage, spiritbomb, even the destructodisk) Vegeta's fighting style is hugely unimaginative and they haven't made nearly enough effort to give him more stuff. He's easily got the most limited moveset of any major dragonball character.
I'd say that instead of giving him Super Saiyan Blue Evolution (which is the single most boring way for him to get more powerful) Bulma should have found a way for him to regrow his tail so he could have gone Blue Oozaru.

Beerus is as close to a rival as I want. Not the way Super's anime handled it, but with Goku (and Vegeta) making constant progress each arc to close the reasonable gap.
I don't think Vegeta needs to be retired, I just think Super hasn't been using him well. Ditch the rivalry, stop having him act like his Android arc self and focus on his family, he'll be fine.
I'll take retiring him over continuing to use him poorly, though.

Probably because that version of Trunks isn't around. And I guess if Goku never beat him Trunks couldn't have killed him so it is still Goku's fault.
