...why not wish the people of the other universes back... in U7?
I mean this has been my prediction for months and months. Zeno doesn't like the number of universes with a low mortal rating, so combine all the erased universes into U7 so that their rating goes up.
If Super was continuing past this point I would have suggested that due to poor wording with the wish they end up bringing back those other universes that Zeno erased earlier and the threats within them, but there's no point if it won't get followed up on.
In that recent interview, they even said that it felt like Toriyama wrote the ending of this arc specifically to set up for multiple future arcs. I don't expect Super to end with an air of finality and I don't expect the movie to end with that air either. We're absolutely getting a follow-up after the movie, in my opinion.
Then again, I already deal with people telling me everyday anything I like is crap, so I'm used to this. Maybe is karma.
I really pity Toyotaro right now...
For what's it worth, I feel the same way about Super as a whole. Then again it's not like DBZ community isn't showing signs of becoming the next Star Wars.
People keep saying this while forgetting that the "mortal rating" is, well, a rating of the mortals in the universes.
I wouldn't be surprised if that is the solution they go with, but it still doesn't really make sense. The averaged out mortal rating of the new giant universe should still fall below the standard for the "good" universes, that were exempt from having to compete and erasure in the first place.

The original reason Zeno hosted this tournament is not because of mortal ratings, but because there's too many universes. Mortal ratings are just a good way to decide what to destroy because why destroy high quality universes? In addition, the winner was going to be exempted anyway from destruction due to mortal ratings, so sending all the revived people into the winning universe solves all the problems they would have. Smaller number of universes, the chance of another To P which would excite Zeno, no need to worry about mortal levels(or, since they're aware of it now, use the Super Dragon Balls to raise it).
What about the Kaioushin and GOD's from the destroyed universes though?
They can't all run things. Too many cooks spoil the pot and all.

Go Ds can't fight each other, and their universe's low mortal ranking is due to having unchecked authority, allowing them to destroy based on their whims rather than what's beneficial since nobody could stop them. Considering they now know that there are consequences, they would actually do their jobs. Its like politics, checks and balances.
The more I think about it, the more I think the solution will either be combining the universes or that it will all be reset by El Grande Padre. Just bringing them back with the Super Dragon Balls wouldn't stop Zeno from destroying them again.
This song needs more love.Yeah, when they were first told about Mortal Levels, Beerus told Goku that he was dragging U7 down and Goku countered that Gohan was pulling U7 up. Additionally, the Kaioshin of U5 was scared to think of what would happen to her universe's fighters in the Tournament of Power. It's definitely meant to be more about the quality of life and advancement of society. U10 and U2 are the two best universes of the ones competing in the tournament and they're full of idyllic cityscape paradises where almost everyone gets along while even the residents of U9 call it a garbage pile.
