I went with the idea that Shenron only counted the biological components of Gero as being Gero and ran with that, but the fact that Shenron brings people's clothes back throws that in doubt. So I'll go with the idea that because he was just a head at the time of his death and he doesn't need the rest of his body to live that Shenron only brought him back as a head.
Which raises all sort of Fridge Horror implications, since I always assumed that the Dragon only does a best effort to make sure you come back to life and don't immediately die (so anyone on the top floor of a skyscraper that Cell blew up doesn't come back to life and immediately fall to the ground).

That's my assumption as well.
It's pretty much the same reason 16 didn't come back (though an in universe explanation is that because he's entirely mechanical, 16 is not considered alive).

And if it was only Cell's victims, that still doesn't explain 16 not coming back except for what was already theorized (that he didn't matter because he's not organic).

@ Shaoken: Good point-17 was in one piece before he died, Dr Gero was already decapitated but still alive given he was speaking in the few seconds before 17 stepped on him. So Dr Gero would've come back as a head, only to die shortly a few hours later when whatever batteries and oxygen supplies his robot skull had ran out
Actually, that's kind of horrible. Asshole Victim he may be, but being stuck as a disembodied head for a few hours must've been horrific. And confusing, given he would've been in Hell for a fortnight
