From what I understand Pan in GT got stuck in a sexist "gotta be damseled so Goku will get angry at the bad guy" role most of the time. Her never going Super Saiyan was an extension of the show never letting her be a cool badass.
How I feel. Hell before the U 6 arc's team was announced I brainstormed two U 6 Saiyan girls (one that was very similar to Caulifla) and was disappointed with Cabba.
But the reactions to not getting it - or the possibility of not getting it - when it was nothing more than a hope just baffles me.
Yeah GT handled Pan really shittily and confirmed everything moth just said in an interview. It was incredible about how openly sexist their intent was.

Stuff like that is what leads to the outcry for female saiyans, even if it gets overbearing. This series is rather notorious for not treating females with much respect. Either they're comic relief (Chi-Chi), or start out as great fighters before being reduced to a more domestic role (18 and Videl), while some are just stuck in a supporting role from the beginning (Bulma).

This song needs more love.Video VIDEL wasn't really a great fighter. I mean, she technically wasn't bad, but she was a normal fish in a supernatural pond.
And 18 wasn't really pushed into a domestic role. I mean, yeah she became a mom, but she didn't become weaker. She's just as powerful now as she was when she showed up. It's just that after one moment of glory (more than Chi-chi and Video got) she was surpassed lightning quick (though she was already weaker than her brother).
