After that he fought 19 which ended unfinished, Cell which he gave up, Yakon a minor villain by overfeeding him, Fat Buu which ended in a draw, Super Buu which he fused against, Kid Buu was a team-effort, he lost against Beerus, threw Botamo off the ring, his match with Hit ended in a draw, Zamasu lost to Future Trunks.
He only actually started being people with the Kamehameha in this exact arc.
Oh also forgot Mecha-Frieza's death by Future Trunks & Goku only killed one guy with the Kamehameha in Gt which was Baby as every other villain he Dragon Fisted.

What if he meant within the confines of this specific arc? Cause on further thought Goku has used the Kamehameha on literally every competitor he has erased.
I can see why Toriyama never did this cause it got boring real fast. The Sliding Kamehameha was the only good one.

Uh, no? I'm just going over very basic linguistic choices.
Their wordings were deliberate in referring to the villains of the series, of which there are none in the TOP besides Frieza.
If you have reason to believe that Nakamura is referring to the characters in the TOP by all means share it, but until then it's super safe to assume he's talking about Dragon Ball as a whole.

He's not talking about Jiren being killed or forgotten about, he's clearly talking about how Jiren will be beaten.
And it's flat out wrong to say the previous villains were beaten like that.

I'm not assuming either of those things.
There are plenty of people who have watched the whole series and are still under the impression that Goku wins too often or even wins all the time. It's actually very, very common.
It's distressing to see a writer have this view, but it definitely isn't unbelievable.
My impression was what I said earlier: I think the writers believe their ending is more subversive than it actually will be.
While that is certaintly true (sadly), I still think the focus is being point on the wrong part of what they were saying. It isn't that Jiren won't be defeated "like the other villains" it is that Jiren won't be "defeated" like the other villains. Because he isn't a villain, his plans don't need to be stopped because he is going to save everyone. Or maybe he is going to be the hero stopping Freeza. Regardless I think the kamehameha line is tangential to the point being made.

I think people are just very cynical about the entire thing, so it's very easy to take something like that and see the worst in it.
I'm not gonna judge frankly. The quote can be taken either way.
