Kami? - purged his evil half then did absolutely bugger all to stop him while he terrorised the humans, until he joined the fight in the 23rd BT and was immediately defeated.
King Kai? - he's neither incompetent nor an asshole but he is pretty foolish, making people tell him jokes before training them even when time is of the essense.
Supreme Kais? - they accomplish practically nothing throughout the series.

Whoever it was apparently used some method known to the gods already, though, since Whis was astonished that a mortal could build an entirely mechanical time machine, hinting that that had never happened before.
So Kaio and Kaioshin already don't count based off that.
God's absence in Piccolo's rampages is suspect, but it was explained by two points a) a God may not kill themself, b) God did not know of another way. Once he found a way, he tried to resolve things himself. It's not incompetence that Piccolo was able to devise a counter to it, when Daimao failed to do so.
sorry to drudge up an old conversation, but i think that this thread overlooked a pretty important/telling line from the interview
If that is how he sees the previous entries in the series, then I think we're (worryingly) working with a director that hasn't actually seen Dragon Ball, the show they're supposedly writing for. Because that never happens in any major fights in the series.

King Piccolo: Dragon Fist, Vegeta: Spirit-Bomb Frieza: Generic one-handed ki blast, Cell: BEAM STRUGGLE Kamehameha, Buu: Spirit Bomb, Zamsu: Spirit Sword.
Only Kefla was outright defeated with a Kamehameha & that's literally in this arc.
Okay so only twice out of over 6 times.
