That was omitted from Super, but they instead inserted a line about using 10% against Raging Vegeta which didn't make sense BEFORE they completely redefined Beerus' strength as 'always better than Goku'. Then it made even less sense when Goku pulled out Kaio-ken x10 and merely made Beerus worried - Raging Vegeta > Blue Goku, apparently. But Kaio-ken x20 Goku still isn't stronger than Beerus, so forget him previously being worried.
That 10% line shows how little Super writers actually understand Dragon Ball. It doesn't tie into anything, it's not consistent with what happens before or after, it's just THERE because that's how the Super writers think things should go. It's just apeing the original without knowing WHY these things happened.
Toriyama's old scale has been thrown out. I think it's fair to assume that the Gods of Destruction are all around the range of God Toppo, which is slightly stronger than SSBE Vegeta and SSB KKx20 Goku but weaker than either state of Ultra Instinct.

You've said this more than once before, and I still don't get why you think it makes anything better. The problem isn't (only) that Super isn't consistent with the "old scale" the problem is that Super often isn't even consistent with itself, and moments that happen in very close timing of each other can contradict one another without any rhyme or reasoning to it.
And on to your quote, no, it really isn't fair or safe to assume that.
