Not true, there are only about 5 major opponents in each of the first two parts. It's hardly monster of the week.
In addition, the back half of part 4 is more about trying to find one guy, with occassional encounters going on, mostly with stands we've already met. It's like a good 25 episodes for the latter and I think we only meet 6-7 stand users.

However part 1 still has the monster of the week format as they travel to Dio, it just doesn't have that many opponents. Part 2 is also really short due to having so few opponents. And most are still one-offs sharing much of the same feeling.
But the stand parts? Heavily into this format. Even when they have an overarching villain, the stands of the week(s) are thrown in the way as speedbumps
Formulaic systems cannot be ignored or purely equated with being negative.

If he were human and in Real Life, he would definitely be an alt-right anarchist. A rich one, too, to parallel his disgust at mortals and arrogance in thinking he's a greater life form. His Fantastic Racism pretty clearly mirrors Real Life class-based racism. It's the whole reason why I love him as a villain, because he's an extremely contemporary character concept executed very well. Yeah, he's whiny and annoying, but that's part of his appeal.

The later 2 adopt a Stand of the week format.
Same with the others afterwards I believe.
The difference in setting & opponents doesn't change that.
Huh now that I think about it the first 2 are rather similar too each other though not to the rest.
