Now, there are a couple ways to interpret that, I see it as Goku recognises Tien is treating this with the utmost seriousness and has decided to treat it as a battle - i.e., using his potentially lethal power - rather than a match.

And if you'd had posted the full quote, you would have included the line where Goku says he isn't putting out his full power yet:

Tenshinhan: “That’s my line. You’re an amazingly tough bastard…”
Goku: “Knowing you, you won’t die even if I put out my full power, so it looks like I can go all out!”
Tenshinhan: “Don’t make me laugh. You’ve already been going all out.”
Goku: “Yeah, at my match-use power. [ ] But it looks like you’re trying to kill me, so I’ll go at it with my battle-use power too!”
Tenshinhan: “Battle-use…? So then, now you’ll start utilizing your true ability? Heh! That’s the first time I’ve heard such a worthless bluff!”
'True ability' and 'full power' make it clear this isn't about lethal intent, but literally holding back. Going all out at his match power means he's trying as hard as he can at that level of power, which is artificially being restrained.

I see that as largely the same thing - Goku holds back from his full power to avoid seriously hurting his opponents. He only goes all out when he recognises Tien's trying to kill him - and clearly, Krillin was not trying to kill Gokunote . That implies Krillin was himself holding back in a way that Tien is clearly not right then.
Also, on another note, a really good moment just after that when Goku specifically holds back from firing a Kamehameha because he realises it would be a waste of energy. Just a great moment.

"And when the last law was down and the Devil turned round on you, where would you hide, the laws all being flat?"That's not correct at all. Kuririn isn't so much stronger that he'd risk killing Goku, and no-one else makes mention of holding back like Goku does.
The idea that Goku is holding back a different level of power is strange to everyone, which is enough to tell you that it's not normal. And it's incredibly obvious from the way the fight shifts that Goku noticeably becomes stronger as faster, as he goes from being totally overwhelmed by the Volleyball first to easily reversing things on Ten.
This kind of stuff reminds me why I don't read that many shonen fighting series in the first place, for the same reason I dislike sports manga.
Is kind of sad my favorite episode was the one with Frost? I mean, he had a motivation, he had trickery, and Roshi was clearly no match for him. Frost is the best villain-husbando of this arc.

Krillin does have several good moments in that fight, from pulling his... uh... jerry rigged Solar Flare to doing okay in the close combat exchange to actually laying hands on the tail.
Like, he doesn't push Goku to his absolute limit to win, or anything, but he does okay for himself, considering that in all that time leading up to the tournament Master Roshi hadn't taught him the Kamehameha at all.

He is just so... garbage in that fight. None of his tricks achieve anything, but he can't do anything impressive without him, the most impressive looking thing is faked by Goku (even getting his hands on it doesn't matter when Goku has no reason to protect himself from that).
Goku had clearly lost sight of him before that point. Had Goku not trained his tail Krillin would have won with his Kamehameha fakeout.

Which he does. Goku wasn't faking that part. Heck, that's the second time in that fight Krillin gets him with a feint.

I never thought I could outright hate a character in this series, but Jiren has actually managed that. It's amazing how much nothing he is as a character.
