It's not the origin of the meme. It's one of the sources.
We've also got commentators on the Swedish streamer Forsen's channel, who have a running joke of Ugandan warriors, and we've got a non-Ugandan youtuber who pretends to be an African drug lord in online games and repeats many of the lines from Captain Alex.
Besides, there is only one line that appears to be directly inspired by Captain Alex (the 'knowing the way' line) and the clicking/spitting is just stereotypes.

So... Jiren's backstory was not very interesting. Why was Frieza so angry at Jiren, what did he do to him? Without harping on it, I do have to mention how funny it is they don't even pretend that Vegeta isn't going to need a break after apparently using up all his energy. Just go back to Super Blue like two seconds after coming out of the creator.
Animation Knuckles...the gross sounds.
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. Also, was Jiren just straight up trying to kill them? Because that's the impression I was getting. And again, they were blatantly flying this episode. I kind of wish someone didn't remind me they weren't allowed to do that, because now it's really jarring to me.

Arbitrary rules...blatant rule breaking...just like school.
This tournament.
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice.Well that explains why he got so many Toriyama handjobs. It was to blow his load all at once in the darkest hour
Man poor Frost. Literally the only rule breaker to get punished. #Justice For Frost
Do you know what people want the most? Something somebody else has.

It's merely what I was told. Something about how Who Killed Captain Alex was well-received in the country and was the origin of the meme. The person who told me this is very well-versed in racial matters and is pretty liberal, so I don't have any reason to not trust her on this. But I don't care about the meme whatsoever so I don't actually have a horse in the race of whether it's racist or not.
People discussing whether the meme is racist or not is the better meme though honestly
