Yeah, too bad he doesn't appear to care about trying to improve over that detail. He doesn't comment on the Cell saga, but it makes me guess he liked the fun tone of the Majin Buu saga more (As he had more control and could play more).
Toriyama is not Araki, that's for sure. At least Toriyama isn't Kishimoto.

That's why he wanted a succesor: to get rid of the work. He first waited for the GT writers, then he waited for the girl who worked on the Tarble special and SSJ Bardock special, and then Toyotaro came along.This is why in an interview, he invites Toyotaro to not rely on him, and to get his own ideas afloat.
Come to think of it, it sounds like Beerus telling the protagonists to not depend on him. Sounds like a meta commentary, but I could be wrong.
Honestly, this franchise is a lovable trainwreck, and always has been my Guilty Pleasure.

Everything holding you back.The more I learn about Toriyama and his writing practices, the more I realize that I was watching the 'wrong' version of Dragon Ball. It may not be a bad thing though as it helped to reevaluate the series and myself watching the series. I am still not at a level where I can say that 'know' Dragon Ball but I am getting there I think.

It's a amazing that such a lazy guy got so much success. Even he's aware of it.
But you know, if Toriyama is looking for some kind of successor, then maybe he feels that he himself is holding the franchise back (or at least the regard people have for him), and he feels that Dragonball can only move forward with someone new in charge.

Check out my art if you notice.To be honest, cell seemed progressively less evil as he got more powerful, so I'd have to say that he was programmed with goals that caused him to do evil things. I don't know if all that programming was gon or not once he reached his super perfect form, but at that point, he'd probably be evil out of habit, so it probably wouldn't matter. Then again, I'm one of those people who really would have liked to see Cell get redeemed instead of buu, so I'm a little biased in that regard.
I suppose I could try to explain it... But there's alot of reasons why I see Perfect cell as less villainous than imperfect cell, and I can't really cover them all.
Most of it comes from the universe were dealing with, the Dragonball universe. Where our Designated Hero killed off plenty of people as a kid, and his rival has one of the Highest kill counts in the series, several of which were his own allies. On top of that, the dragon balls show that death in itself is really not that big of a deal. Now, what imperect cell does is different, because he doesn't just kill people, he DRINKS them. Not only does he kill them in a sadistic manner than makes him feel trully monsterous, the people he kills are put through tourure as their body slowy drains away. Even if they're wished back, that sort of stuff would likely stay with them forever. Meanwhile, Perfect Cell sets up the cell games, where he says he'll destroy the planet once he wins. Sure it's evil that he's toying with the populace like that, but there are two things that kindof make it less evil. First, it's the idea that he'll wait until he wins, which seems to imply in the (in his mind) small unlikely-hood that he loses, he'll leave the planet alone, sure that probably wouldn't happen, but the implications there. Second, if he destroys the planet, the deaths would be instant, and everyone would just move on to the afterlife or wait until someone wishes the planet back. And on top of all that, Cells threat to earth is alot less urgent sounding than what Vegeta planned to do with his galick gun. It also helps that Perfect Cell is more Affably Evil,making it easy to believe that he might spare the earth if he lost the cell games by ring out.
Perfect Cell just has that charisma that just makes you want to get a beer with him.
Frieza is more visibly faux affably evil while Buu has no charisma at all.
Though as Fighter Z has shown Cell is a straight up dipshit, generally insulting every single member of the cast whenever he has the chance & clearly taking pleasure in being a troll.

So he can proceed to murder everyone all at once when he wins...
There's just something about this that screams "Cell is less evil"...
