As far I'm concern Broly was barely any better than Wrath of the Dragon. If I had any complaints anything about the movies it usually how much screen time is given to certain characters.
The most recent movies are own leagues of their own.
Bio-Broly gets points for managing to be the only movie (I think) to not have Goku, Gohan, or Vegeta as part of the climax.
I will defend the First Broly movie for having a very hype English localization and Fusion Reborn is my favorite pre-Battle of Gods movie. I also really like Wrath of the Dragon for having Crono Tapion.

In-a-these movies, randomness is expecting the setup to not be boring and the comedy to actually be funny.

Wrath of the Dragon has some great interactions between Tapion and Trunks, even if the rest of the story is just Buu as a kaiju. Fusion Reborn has a really good asthetic and villain design, but there's almost no substance. Garlic Jr. has a really interesting backstory, but his plan is awful (kill Piccolo, the stronger of the two, to kill Kami, then wish for immortality on the Dragon Balls), also him being able to open a portal to the zone his father was banished to by Kami makes no sense. Cooler is Freeza-lite in plots, even if his character is different enough to be interesting. Lord Slug is just a clusterfuck of random elements that have nothing to do with each other, most of them stolen from King Piccolo. Wheelo is just a gross and unappealing villain, with the most generic evil scientist motivation ever put to film. Broly is Broly, somehow The Juggernaut and a Glass Cannon rolled into one. Finally, Android 13 is a mediocre idea with a mediocre execution.
EDIT: I completely forgot about Bojack and Turles. You can consider that my review of them.

Most of the DBZ movie villains are kind of unoriginal.
Garlic Jr. is Piccolo, but short.
Turles is just Vegeta, except he looks like Goku.
Lord Slug is King Piccolo.
Cooler is Freeza, stronger.
Cooler 2 is even more Freeza.
Android 13 is Cell except mechanical.
Bojack is Perfect Cell, but a Space Pirate.
Janemba is Buu.
Hirudegarn is Buu as a kaiju.
Broly and Dr. Wheelo are the only actually original villain concepts (or at least, original to Dragon Ball) the movies ever came up with.

For the most part, the movies just need to provide a fun fight and an interesting villain design. If they succeed in that then great, if they fail at that you get Lord Slug, if you get more then that you get Battle of Gods.

His motivations are different, his origin is different, his powers are different, etc.
Honestly one of the most original movie villains.

Kid Buu debuted in the manga literally four days before Fusion Reborn came out and he didn't have any personality to speak of at the time besides "blows up the Earth".

This song needs more love.Bojack is completely forgettable to me, in that I literally forgot about him while trying to think of Z movie villains. Doesn't help that Zangya is the only villain in the Bojack movie with any personality whatsoever, and it boils down to "flirty". Bojack is just a super generic alien villain, and the final battle with him is a massive rip-off of Cell and the Cell Jrs.

I just realized that the various settings in the Bojack movie would make fantastic levels for Fighter Z.
Hell all the movies could provide tons of more levels for the game.

Bio Broly is a bit of a guilty pleasure for me. IMO, it's actually halfway decent as long as you go into it with the understanding that it's not actually a Broly movie.
In recent years, I've come to like Wrath Of The Dragon more and more.
