The main problem is that Super seems to have regressed into this sort of status quo based on where things left off from DBZ without really changing anything (the exception is the introduction of Beerus and company.) There's no real impulse to have the characters change or the situation to change or anything.

One could only hope that Goku and Vegeta are forced to come up with some plan for knocking Jiren off. Heck, I'm impressed Goku even attempted that instead of trying to brute-force this.

Probably very few people here have read it or know about it compared to the other two. When I found about it I was mostly amused by how much got cribbed from it for the Tournament of Power.
I mean, you're probably not wrong, but until Battle of Gods came out I don't think there was any significant Dragonball content after GT ended in 1997 - besides the video games and Yo! Son Goku and Friends Return (2008). That's a huge gap of time to be sucked in by anything remotely passable as Dragonball media.
To be fair, it's a French webcomic written by a guy who doesn't respond well to criticism, the translations aren't always the best, and the comic's taken several years to make any headway into its plot, so I guess it wouldn't be that talked-about.

We've already went through all that so some admittedly cool strategy aside, it felt like a waste.

He's in a weird place due to the reincarnation thing. He's kinda a different character at the exact same time.
Tao Pai Pai would be a better example. The thing is, when Toriyama brings back an old character, it's usually more for the sake of showing how they are now So Last Season (which includes Frieza during the Cell Arc) so from him to then play it straight with Frieza is really weird.
We'll have to wait for the Manga before we can say it's pure Toriyama in this case, then again, its' not like he doesn't do that.
One Strip! One Strip!Watching the episode all I have to say is we need a better peanut gallery. Their comments are uninteresting ranging from boring to regurgitating information we already know beforehand & pointing out the obvious making them just redundant. There's nothing fun done with them.
Zeno mimicking Jiren was cute though.
Did Toriyama make Tarble who's only purpose was to gush about how strong the characters are? Cause if so then its most likely a Toriyama thing.
Even ignoring Tarble, there's precedent for it throughout the series. While the power level thing was meant to subvert that a bit, it also plays it straight at times, too. The Ginyu Force, for instance, were basically set up to just be big numbers that Goku more or less effortlessly beats until Ginyu shows up while Vegeta rees in the background about how much stronger he's gotten.
The slow-pace & the static nature of the tournament just makes it worse.
Ya think they could have had Belmoud give us some exposition of Jiren in his attempts to prop him up.
Well he's at least getting frustrated so that's something.
