The inherent simplicity of the Grey look combined with the use of primary colors & hyper-musculature that we haven't seen in a while makes for a surprisingly memorable design.
Shame the anime went overboard on making him mysterious.
I still am so I'm certanly not "was". Just a fan of his manga persona now.

He has a personality in the manga, with clear convictions and goals, so that's a start.

Btw, has anyone noticed that most of the Pride Troopers sans Jiren look like straight up villains? Is that really a subversion or is a hint of them being really being evil? (Because I swear to God, if Toei goes with that route, I'm leaving this series)

I will say that Jiren barely feels like an antagonist, though. Manga-wise that'll probably be because he's explicitly a good person who doesn't want to be responsible for anyone's erasure, but anime-wise he just feels too reactive. It doesn't seem like he instigates any conflicts he's in.

I sorta interpreted Anime! Jiren as that, too, to be honest.
When you look at him, he simply avoids conflict and scares anyone who dares to fight him. The only time he starts to fight back was with Kale (Who was dangerous and took out Vuon) and Maji Kayo (Who threatened to cut off Dyspo ears). I am, however, puzzled by why he didn't help out his pals when Caulifla and Kale took them out or Hit was taking Kunshii out. Guess this is the part where the interpretation faills flat, but maybe only took down the first two because they were really dangerous.
He was observing Hit fighting, though. I simply wonder what his deal with those eyes.

Everything holding you back.The issue I think is that they are so intent on keeping Jiren mysterious till his final battle with Goku that they forgot to provide an organic reasoning for his well not doing anything.
Its the same thing they did with Hit only raised to 11 & ill-fitting to the current conflict. One Hit could not fight until it was his turn so he had a reason to stay quite while Jiren is in a situation where he kinda has to do stuff & two the Champa arc was short so we only had to deal with Hit's silence for a couple episodes while where reaching like over 20 episodes with Jiren & we still don't know shit about him.
They keep expecting us to be invested while not providing anything to actually be invested in.

There are other villains in DB with loads and loads of buildup but that buildup was what made them interesting.

I just wish that they'd bother putting this amount of effort of new forms and what if plots into Xenoverse
Could you imagine a full-length cinamatic dragon ball game full of all these absurd forms all clashing with each other and your character is just stuck in the middle of all this- also getting the power ups you see? It would be wild.

It's not just that. Black armor, red cape, black and red eyes, black and red hair, a goatee, dude is literally Shadow the Hedgehog. The only thing he needs is to be Super Saiyan 4 and have black and red fur and I truly wouldn't know how to make him edgier.
