The thing is, I'm not saying he should've stopped Freeza - he had no way of knowing that it was anything but a mortal warlord who would eventually die anyway, controlling a small fragment of a ridiculously vast universe.
Even if Freeza had ruled for thousands of years... the Supreme Kai is at least five million years old, likely much older than that. Freeza likely isn't even a blink of existence for him.
It's natural that he ignored him because, well, in the grand scheme of things, Freeza is a minimal threat to him and never would amount to anything else because he was content where he was.
The thing is, now it's biting him in the ass. He couldn't have known this was coming, true, but if the low overall powerlevel is the criterium that the Omniking is using to kill universes, then it is his fault and Beerus' fault for never putting down the mortal who got a bunch of other strong mortals killed.

Except Beerus is hardly unique in that regard, since plenty of characters show up being "the strongest" at that point in time.
As for the other reasons, shouldn't she watch it first for those criterias to make. Except art i guess.

I think the "not to interfere with mortals" rule the Supreme Kais follow is more like a guideline than hard written ruling, and Shin, being the last remaining Supreme Kai, was doing Honor Before Reason by holding onto this rule extremely tightly even if it veered into Idiot Ball.
Also, why are we assuming Shin actually is more powerful than Frieza? Quite frankly, even by the beginning of the Buu saga, the Saiyans at least were probably far, far more powerful then him at that point. The way he constantly assumed our heroes stood no fighting chance against Babidi's forces and then being proved utterly wrong shows us that he honestly expected them to be much weaker. The only times his fears were close to legitimate was when everything was nosediving during the fight against Dabura.
That could also be a reason. Shin may not have been properly taught when would be the best time to throw out the rulebook and do what is right instead of just waiting for cosmic level threats to crop up.

Well its her problem not mine. I didn't really think of it much when they revealed who Beerus was. She's just worried that its not gonna be as good at least a little as Z was.
I'm surprised the Kai's don't have like agents who administer Godly justice or did Buu already kill them all?

If he was, he could've taken Dabura, who is supposed to be around the same level of power as Perfect Cell, especially with backup from Kibito. Instead, he was certain that if he went up against Dabura he would lose horribly.

The Saiyans need Super Saiyan to not be useless.
Shin's problem with the Saiyans was also that they weren't taking things seriously.
If they all teamed up right away they could have blown Babadi's forces straight to hell and been done with everything in 10 minutes. Maybe 30 depending on whether Dabura was any good at spitting.
