Actually, that makes me think; how far in the future did Black come from that allowed him to not only continue existing in Universe 10, but manage to steal Goku's body before Universe 7 was destroyed by Zeno? Hell, how did Trunks' timeline survive for as long as it did without Zeno pulling this same destruction stunt?
Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!Especially after Black-masu literally killed everyone other race in the universe.
Even if they'd survived, the moment Future Zen'O found out there was nothing left there anymore, they were gonna get nuked.
Wow. There's was never gonna be a happy ending for Trunk's future was there.
One Strip! One Strip! The grand priest could just be taking the average score after measuring everybody in the universe, considering Zeno already planned to destroy the universes before this. As in measuring the total power level in a universe and dividing it by the population. If it was just by strength of their strongest fighters, then U6 should be lower because only Hit is comparable to Goku and Vegeta. Goku and the Z-warriors just aren't strong enough to bring up the average, but the tournament between Champa and Beerus showed Zeno that there probably people in the universes he wants to destroy that are way more stronger than their universe's average would suggest.
It makes sense when the Freiza of U6 don't go around exterminating anyone who could be a threat and the Saiyans still being alive, with Cabba being able to fight Vegeta in base.
Trunks is going to become the Super Saiyan God thanks to his alternate self and him having twins with the two Mais, so Beerus will be impressed
There, I just gave Trunks a little hope with my headcanon. Of course, this just brings to question how Trunks will fight in his Champa saga.
Trunks will awaken Android 16, so there will be at least three fighters in the Champa saga
Yeah, idea taken from Dragon Ball Multiverse, bite me.
By losing the Champa tournament, the future Earth is moved to Universe 6, saving Trunks, Trunkstwo and 16 from Zeno anhiliation
So the two Trunks will survive Universe 7 destruction.
Or:
By making Trunks a time patroller, Chronoa has saved the future Universe 7
So... yay?
I'm out of ideas!

To win, you need to adapt, and to adapt, you need to be able to laugh away all the restraints. Everything holding you back.Interestingly, this episode turns the "Goku is responsible for the destruction of the universes" idea on its head. Given the way the Priest lays it out, it seems what Goku actually did was give the weaker universes a fighting chance to survive - albeit at each other's expense. It's still horrible, but this revelation puts more of the blame into the system itself.
Though at the same time I wonder, was power level the litmus Zenou was using for discarding universes before the interest in tournaments made him pay attention to it? From the way the Priest described it, it seemed like he was just planning on discarding a few universes, and the tournament not only gave him an excuse to to do so but - via battle power - a way of judging which ones were more worthwhile in general. If so, Goku still has partial fault, but only in the sense that he aimed the gun that was being pointed haphazardly at everyone anyway.
The episode also frees up at least four universes for adventures in future arcs by default, and actually introduces a situation where the protagonists are true underdogs (in a big pond, no less) for the first time in ages (as Beerus is an... odd situation) which is nice.

Gohan has already improved greatly from his mostly offscreen training with Piccolo.
The last few times he was in a serious fight, he was (1) dead even with a guy who was only as strong as the last dude he fought due to being massively rusty; (2) completely outmatched by Super Buu-tenks-colo;
Now he's using his other senses when he can't see or sense ki, and even finding a way to overcome not being able to just listen.
The Ki as a active radar trick was balls out awesome. I'm surprised we've never seen something like that in the series before.
One Strip! One Strip!Huh looking at Kai no wonder Zeno thinks Universe 7 is weak. Earth is fucking shit.
Also it is legitimately annoying how nearly everyone on the planet sucks Hercules' dick. Seriously does the guy not have one hater or think he's overhyped?

"I am Alpharius. This is a lie."Of course he has haters, everyone he's ever beaten...

Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. So if the angels knew about the culling happening why would 11 train a new god of destruction? It makes me think that originally only the lowest 2 or so were going to be destroyed but Zeno met Goku and decided on giving him a chance with a tournament. Even if this isn't true I can see Toppo or some of the others thinking this and blaming Goku for dooming more universes in an attempt to save his own.

Even the people he's beaten think he's the greatest thing since sliced bread, though, they just think the way to deal with it is by making themselves even greater. So far, everybody on Earth buys everything he says, which likely didn't help things. If the protagonists had remained in the public eye after Piccolo, people would at least still be using ki.
Universe 7 being just above shit tier makes sense overall: Earth, where our heroes were trained (or created, in two cases), is a backwater that as a whole currently doesn't accept the idea of ki anyway. Our heroes have been content to accept nobody on Earth but their immediate group getting stronger as they have. Most of the rest of the universe we know of was under the control of Freeza, who never trained a day in his life and either wiped out or rigidly controlled (or both) those with the potential to become powerful - ensuring he was an outlier (who never even bothered to reach his full potential). Majin Buu was an even more extreme outlier, being a creature of unprecedented power created to challenge the Kai - and given Beerus criticism of Shin this episode (and Zamasu in general), I would be inclined to believe that due to his hands-off attitude Shin isn't particularly strong for a Kai either (though he wasn't counted in Zeno's assessment).
This added up to higher power levels being an extreme anomaly even when taking into account all of reality. Outside of the small surviving group of fighters we've met (the majority of whom are going to be in the tournament), literally everyone else in the universe is driving the average way down.
Whereas if, say, in Universe 6 the average person still knew ki control and the average species were allowed to grow, even if most people are still far weaker than the strongest fighters their universal average wouldn't be near as bad.
On an unrelated note, I just realized that Spopovich and Yamu made a (proverbial) Deal with the Devil in order to defeat Satan.

Considering how slowly time passes, repopulating isn't much of an issue.

Should have been more patient Zamasu!
