Okay, no. I don't care much at all if you hate the character. Do so all you want, and feel free to recount why; call him boring all day. But don't start expressing hate for people who don't hate the character. Unless what they are doing is harmful to others, they have a right to their position, and turning this discussion into hate (or hopes of misfortune) is extremely rude and purposeless.

I have a message from another time...Eh, at least Saiga is joking, if poorly. The same kind of statements get made, entirely seriously, all the time in reference to Yamcha or Krillin and no one bats an eye.
It's the aftereffect of him somehow not being branded a "loser" or at least not as big a one, even though Krillin is so much stronger than him. Something a lot of people refuse to acknowledge.

The Comically Serious is a thing. Tenshinhan is, other than that, the guy who doesn't screw up things for everybody else.

is it supposed to be comical, though, is the thing? In the abridged? Absolutely, but in the actual story, I'm not so sure.
I don't understand arguing about it anyway, from the start, actually including him and Roshi in the tournament made no sense with Goten and Trunks existing.

I expect Tenshinhan to do interesting and effective stuff because of the nature of the plot he's in right now. This isn't a group fight like Freeza or Nappa, where over the course of a single for fight some characters can carry the bulk of the scene while other characters either don't do as much or explicitly can't contribute. Freeza especially, which was very much a "roll call" of lesser used characters and explicitly didn't use much new content for any of them.
This is 1v1, which means Tenshinhan is going to have to carry that whole battle by himself and make it not a waste of the viewer/reader's attention, even if he doesn't win. And given the scope of the tournament, he's likely going to have to do so multiple times. Tenshinhan hasn't had anything new in, what, over an IRL decade? He can't be written into a situation like that without something new and eye catching.
It's probably because they both occupy the space of "not strong enough", so even if one is technically stronger they get lumped into the same "tier".
(Plus pushing Cell back is more impressive than anything Krillin did, even it he nearly died because of it)
Why is that impressive? I mean, give the guy points for the attempt, but the attack had no real effect on Cell, he almost killed himself doing it, and only managed to hold Cell back because he couldn't brace himself.
That moment is at the source of a lot of this but it doesn't really hold up as a feat under scrutiny.

Probably because usually, if an attack does no damage, it does nothing; the character might as well have stayed home for all they contributed to the fight. Rarely, you get something like this, everyone shooting Cell during the kamehameha struggle, or slamming Recoome's jaw shut. It didn't do any damage, but it accomplished something, so the viewers take notice of it, compared to your average Beam spam dust cloud scenario.
In the case of Tien vs Cell, it in fact took a lot of effort from Vegeta to reverse the advantage that sequence allowed our heroes.

I have a message from another time...Because being able to affect a guy a gazillion times stronger than you, even if only for a short time, is way more impressive than being able to do nothing but watch your attacks bounce off while the bad guy laughs.
Yeah this basically.
But it didn't, it didn't hurt Cell at all. The only reason he was able to hold Cell in that hole was because he caught him off guard with the first attack and couldn't brace himself for the subsequent ones.
It's impressive because the visuals without actually having any substance behind it.
