So it just occurred to me:
Combine Solar Flare, Kienzan, and either Multiform (so you can attack from all sides) or Instant Transmission (in order to make it harder for the enemy to find you location) and you got a pretty broken combo.
Or hell, do all 4. Solar Flare to blind an enemy, Multiform to create a clone, while you Instant Transmission away to another position (maybe over the enemies head, or even create two clones and have the second one do that) and then have them both launch Kienzans from different positions.
It's especially useful if your enemy can't sense Ki (so that if both clones are killed, the real one can be hiding somewhere safe because then the opponent will assume they escaped and try and chase them).

You got a point. Fair enough, it's only really useful if the enemy can't sense Ki (which most of the cast and quite a few enemies are very capable of doing).

As for Black and Zamasu falling for it, they'd never seen it before. I imagine that's one of it's biggest flaws (outside of the ki sensing thing).
If you don't know it's coming, it's extremely potent (as it's own originator has fallen for it) but once you know about it, it's incredibly easy to counter, which is why anyone who has it should be learning techniques to let them take out enemies very quickly afterwards so they can take full advantage of it.
Tien himself is mostly capable of the combo I just mentioned.
One Strip! One Strip!Solar Flare is mostly a stunning move...it gives instant advantage until the opponent adapt.

Also, I reject your case for Saiyans naturally being born earlier on the grounds that Goten being a preemie birth is better Fanfic Fuel.
It's worth noting that Saiyan babies are sent to destroy planets. If the expectation is that Saiyan babies are more independent at birth. Like, for human babies to be more independent at birth than they are they would have to gestate longer.
On the other hand, in Minus we mainly see Saiyan babies in those incubator pods, so. Maybe they aren't actually independent at "birth" and are born naturally underdeveloped/at` the same development level as human infants and they're kept in pods to grow them more.
To be fair, Saiyan infants are expected to do what they do as an Oozaru which are, ya know, giant, rampaging monkeys of death. Not sure how they would feed themselves since nothing we saw indicated that Goku could walk when he first landed but hey.

Think about it: It's causes you to go completely out of control and become an unstoppable killing machine...well, what does a saiyan who still has their tail do when they transform into an Oozaru?
