Watch SymphogearRegarding the mortal status of Goku and Vegeta, the series has been zigzaggy on that. Beerus makes comments during his fight with Goku that suggest that Goku has become a god (ie, is not mortal anymore), but later divine characters still seem to consider Goku and Vegeta beneath them. Zamasu most obviously, but Beerus and Whis still hem and haw over getting involved in "mortal affairs" when Goku or Vegeta ask for their help with something (although, given Beerus's personality, this might just be him making excuses because he doesn't want to).
I suppose it's possible that they are technically gods now, but they'd rank at the bottom of the divine hierarchy, still below the Kaio and whatnot. Either that or they are only considered gods when currently in "God form".

It doesn't seem like a very complex technique, and it does have plentiful utility. I can totally see Gohan having the sense to learn it but never the sense to actually use it.
