Except he was referred to as just a Kai in-story.
Plus, Kais aren't born from a tree, the Shinjins are; Kai and Kaioshin are just titles that individual members of that race get when they take up the job.

Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!Non golden fruit shinjin can only become Kaios, golden fruit shinjin can get up to Kaioshin; that's what I'd gather from what we've been shown.
Kaioshin also have special Potaras; the manga made a point out of their color. And yeah, both Kaioshins and Hakaishins are God Jobs, yet the latter has less details known to us.
I think at this point, like half of what we know about the Shinjins and their jobs has been retconned at this point. Like the Grand Kaioshin and four cardinal Kaioshins getting retconned into just one Kaioshin and their attendant.
And yes, Zamasu was literally described as a Kaio who was being groomed to replace the current Kaioshin, this was said in both the anime and manga, so Toriyama himself probably added that part in the outline.

He's something of an exception,.

Point is, Zamasu was good enough that Gowasu was gonna bump him straight up to Kaioshin.
Shame he was such a dick and all, but I'm sure that if he'd been good, something would have happened to just worf him, because the Kais and Kaioshin aren't actually allowed to be useful as far as combat goes.
One Strip! One Strip!Zamasu also lacks catfish/cricket traits, so yeah, Golden Fruit Shinjin.
King Kai and the Supreme Kai are the same species. King Kai comes from a regular fruit, and so he is a catfish/cricket man who all he'll ever hope to achieve is being a Kaio, while the Supreme Kai comes from a golden fruit, and so he can be a Kaioshin.
Zamasu came from a golden fruit, but landed a job as a Kaio, and then he was selected as a potential Kaioshin. He ought to check his goddamn privilege.

I mean, he was able to match up to Goku as a Super Saiyan 2, whereas Shin was nearly shitting himself over the power the base Super Saiyans had during the Buu Saga.
He was still a Kaio though.

As in dwarfing everything else, and he was far above Freeza. He suddenly found out a group of mortals chilling on Earth that happened to be leagues beyond Freeza, and even beyond himself.
And, after all, Buu saga base Goku apparently was still weaker than Freeza's full power. Guess Piccolo was walking around as the strongest untransformed mortal.

Pretty sure she is from Universe 6 until told otherwise. After all, there are only saiyans on Universe 7 and 6.
Also, is it me, or does Zamasu look buffer in the manga? Those grins of him are getting on my nerve.
