She always just seems have the Dragon Balls now...
Selfish Bimbo brand bread.
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. She's keeping the balls from all the people who don't know about them.
Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. She's also arguably keeping them from assholes like Pilaf and the Red Ribbon army.
I mean, there are people who would use that power for very bad shit. It is true that she's keeping them from people who might have more benevolent wishes however.
One Strip! One Strip!Well no. Not any more.
But if someone who didn't know the Z Warriors were around formed their own army and tried to gather the balls, then Bulma would be keeping them out of their hands.
At least until said army accidentally got in Goku's way.
One Strip! One Strip!Except for when she wanted to build a time machine.
Plus, if that was the case, they could have wished King Kai back easily.
One Strip! One Strip! Why would she want that? It's unpleasant.

Well that kid's like, super dead.
The world of Dragon Ball has fucking dinosaurs roaming the countryside and giant boarmen bandits. It's not a safe place.
himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariYet a person like Nam made it to the World Martial Arts tournament with no trouble at all...and a blind kid made it all on his own.

Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice. Then all she'd need to do in order to get the Dragon Balls from Bulma is to ask for them. She's kind of a selfish bitch, but she's not that bad.

himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariTwo half aliens who can shoot laser beams from their hands and change their hair color at will fight two cybernetically enhanced teenagers who have commited several counts of genocide through their hand lasers.
Totally realistic.
himitsu keisatsu seifu chokuzoku kokka hoanbu na no da himitsu keisatsu yami ni magireru supai katsudou torishimariIt's not even grimdark - Trunks even writes down the theme of the whole thing on his time machine, it's about hope, not about hopelessness, it has a sense of optimism about itself that says "things are bleak but are gonna get better", so it's definitely a dark story, but it's not grimderp.

Bulma and co. found the Dragonballs in a few hours offscreen during the Buu saga, iirc. Granted, we don't know how many of them they started with or in what way they tracked them down - unless you go by the anime which I assume Saiga would not.
