That sounds about right.
In a universe where Frieza is less openly evil (but still pretty evil), it makes sense that the Saiyans would be the equivalent of the Galatic Patrol.
Of course, no one else could be competent at defending the universe.

To contrast, Goku was the strongest Saiyan ever by some orders of magnitude when he fought Freeza, and his Super Saiyan was still in the same ballpark as 100% Freeza.
Frost is no match unless he gets something akin to a Golden form.
Well, hopefully that won't happen. If he's on the run from angry monkey justice, he shouldn't have time to train to that extent.

Super Saiyan Goku was 1.25 times stronger than 100% Freeza.
50% Freeza was 20 times stronger than Goku, ~60 times stronger than Piccolo, and 500 times stronger than Ginyu.
Yeah, I'd say Super Saiyan Goku and 100% Freeza were in the same ballpark. Goku was slighty stronger and more skilled.
On the other hand, one may say that Freeza was overwhelmingly stronger than anything but a Super Saiyan, even if Goku without Super Saiyan was stronger than anybody else. And a Super Saiyan Goku overwhelmed Freeza and forced him into 100%, where he could hold on for a bit rather than being overwhelmed, but still was in losing conditions.
Dragon Ball Super Episode 54 contained an ad for the extended TV cut Revival Of F got. Not only does this prove me entirely correct in that retelling the two movies was entirely pointless when they could have just been shown on television again in between new content, I can take it as open acknowledgement they new their Revival Of F retelling was garbage and they want you to just watch the movie again instead.

What floats my boat is reading something all the way through before running my mouth, but I guess that's not for everyone.

With Cell, he was excited because he was outmatched. He was very openly sandbagging against Freeza, then went on to say how disappointing Freeza was at his peak (when he decides he can't even be bothered to finish the match). To try and compare two completely different fights like that is just ridiculous.

Well, the Galaxy Patrol as a whole is supposed to be pretty shitty. There's a reason they were completely helpless against Frieza: he had all the strongest guys (and was stronger then the entire group on his own).
