Except why does King Kai and the other Kais from Universe 7 look so different from Kibito, who would have been born from the same kind of fruit as them, and Zamasu, who is a Kai just like them? Like seriously, why do all the Kais have bug antenna, barring the Grand Kai, when every other Shinjin, including those who are just normal Kais, have actual hair and normal proportions?

Anyway it's strange but it seems like the Kai are special and not the gods lol. It makes me wonder.

Yeah, they did though make it seem like if Grand actually went back to training he could be stronger than Goku was at that point which would put him a lot stronger than Supreme.
Seems odd for a pecking order but it would make sense if they were the same and just appointed to the spot with Grand was just much older and experienced, the Cardinal Kais were the off shoots with special powers and antennas suited for their observational roles.
Edit: All the Kid Buu flashback Supreme Kais had hair too, literally the only ones with antennae are the cardinal direction Kais.

Zamasu is a golden Fruit Kai. It's mentioned in the interview when Kais need to be replaced they draw lots to decide the replacement. However when it comes to replacing a Supreme Kai the replacement only can come from the shinjin born of the golden fruits.
Here is my explanation. Zamasu was a golden fruit shinjin that was selected to replace a normal kai. As there is nothing stating a golden fruit one can't replace a normal one. Gowasu later took notice of Zamasu and started training him to replace him.
