Towa must be another Bardock fangirl because there are far more useful villains she could've enslav...
...though on the other hand enslaving a clairvoyant Saiyan who gets stronger every time he almost dies sounds stupidly useful. I mean the big problem she faced before was that Trunks and The Player had access to scrolls that detected anomalies in the timeline and were in a position to easily access those periods of time. With Bardock though she can maybe guesstimate when the Time Patrol is about to show up.

Bardock's clairvoyance works in such a way that he can't change the outcome of what he sees AND he can't control it. There are much, MUCH better options to choose from. Hell, Cell alone is so unbelievably superior to Bardock in almost every way that it makes him look like a complete joke, mostly because he has all of Bardock's advantages, minus the clairvoyance bit, and unlike Bardock, Cell can regenerate from being almost killed.
And yet again, do not use Heroes to try to figure out how strong a character is. Heroes does not give a single fuck how strong a character is when they're hyping them (or at any point really).

Let's not forget that Xenoverse also had Great Ape Bardock help you beat Legendary Super Saiyan Broly, in Villainous Mode; this series couldn't give less of a damn about scaling even if it tried.

Yes, Towa could've made smarter choices. I think though that Bardock's inability to affect things applies to him, and even then, his choices were impacted by the visions happening randomly and him having little ability to do anything about it. Someone like Towa, however, can travel through time at will, so she could potentially course-correct for any vision Bardock has. But the games aren't going to get that complicated no matter the amount of wishful thinking.
Still, Bardock's visions are the only plausible reason I can see for in-universe for her to brainwash Bardock of all people - unless Gokus' dad really just is a Chick Magnet or something. She does kind of look like a succubus.
Obviously the theme of this game seems to be movie villains and it's nice to have them around - also it's a pretty blatant reference to DBO where Bardock became a Time Breaker.
Anyway.
Dragonball Heroes mixes and matches power levels, but remember the story in that game IIRC is that it all takes place in an online video game that Capsule Corp created. Nothing has to make sense, nothing has to be relevant, none of the power levels have to make sense.
IANCE is saying Heroes is not a good measure of how strong anybody is. That is correct. Gojira is saying that most of the games have characters scale to Strong as They Need to Be. This is also correct. Neither of these arguments invalidates the other. In regards to Bardock, it's quite likely that Towa's magical BS will power him up or why else would he even be in the game? We know that's what's going on with Tullece and Slug.

If I had to pick one though I'm actually kind of split.
Fusions looks outrageous and the idea of fusing anybody with anybody is all too amusing. But on the the other hand it's an Excuse Plot as far as I can tell, and the gameplay is a sort of chibi-style Arc The Lad - it works for that game because it has an engaging plot and protagonists. But Fusions feels more like "Dragonball - Gotta Fuse'em All!"
Xenoverse 2 looks faster and fun and I really want to make my own Time Patroller. But despite how awesome the trailers look I know the story's not going to be anything to write home about. I expect the same grind-heavy progression system, the same or worse online issues, and I'm not really hyped about a large city to explore or taking Garlic Jr or Captain Ginyu as personal mentors. Or any more awkward textbox cutscenes where characters pose and don't stop posing until the next bit of dialogue comes up.
Both have crazy ideas that never would have worked for any other series. Both are RPG's that'll inevitably require some amount of grinding. Considering I have neither a PS 4 or a DS it really would be one or the other for me. At this point though, Xenoverse 2 would probably be a time dump whereas Fusions could just be a time-killer. I'd probably go with that.
