Roshi and Tenshinhan were both final bosses for their respective arcs, which I would put at least on par of importance as defeating an arc villain. Additionally, they both had much more panel time, just due to coming first and being around more total. Krillin is Goku's best friend and one of his first rivals since childhood. I'd actually still say that Roshi, Tenshinhan, and Krillin are more important than Gohan, to the series as a whole, even nowadays.
Gohand doesn't really show up that much anymore, it makes sense to think he's less important.

A lazy millennial who's good at what he does.Just based on those facts, I'd say they're about even, but all three of the Humans have also had much more time devoted to them. It's why I always mention that Gohan didn't even exist until halfway through the series, he just hasn't existed nearly as long or had enough time to make as big of an impact as a character. Not like Roshi, Krillin, or Tenshinhan have anyway, and Yamcha isn't far behind him.
Gohan enjoyed a fairly memorable stint as main protagonist. I'm pretty sure that puts him ahead of at least Roshi and Tien.

Roshi is the very first character to get hit with the Can't Catch Up stick, in fact. It's often forgotten, probably because the Nappa Massacre is so much more memorable.
