I actually have my doubts about characters like that showing up. Mostly just because we've gone so far beyond gods (literally, we have the god of the 12 gods that can threaten the higher gods that are the gods of gods). Something like Dabura feels like small-fry at this point. He was the strongest of his race, and he wasn't even stronger than Super Saiyan 2.
But...I guess it could work. It sounds a bit AF-ish, but I guess it could work.
You know, one thing I like about Resurrection 'F' is it DIDN'T try to do that much worldbuilding and making things get constantly bigger. It was an old villain, featuring the older, less-important characters, and even the new form was just a new way of using the old form of Super Saiyan. Sometimes I feel like this series progresses too quickly, but RF didn't really try to do that.
The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!...his lips do seem bigger...
It's still a stupid name, but whatever. First "Super Kaioken", then a third set of Dragonballs, and now "Turles". I'm digging Super more and more with each arc.
Even the ending song's got my attention now.

Everyone thought and hoped that Whis was a makaioshin, but that seems highly unlikely at this point. Seemed to also be popular fan theory that Demigra, who was described as a majin (not demon man, but demon god), is a Makaioshin.
But at this point it's better to just forget the concept existed. The various Japanese companies seem to.

Really, there is no reason for the makai not to exist even if you do that. It's just that, seeing how there were three main characters stronger than East Kaioshin, it's safe to say Dabura was stronger than all the makai, barring Dai Makaioshin, who is probably as strong as the Fat Maijin Buu...
Hey, there's an idea. Dai Makaioshin gets involved in Fat Majin Buu hijinks. Or maybe Gotenks hijinks. Or maybe Saiyaman hijinks. Piccolo hijinks? The regular makaioshin, well they could still be plenty of threatening to Android 18 and the humans, to a lone Goten or Trunks. Maybe the makaioshin mess with East Kaoishin and Elder Kaioshin?
But if Goku and Vegeta must be the focus at all times, you know what? Minions. The kaioshin have abilities like telepathy and creation. Knowledge about things the mortals don't have. They could be valuable allies to a powerhouse who can fight Goku/Vegeta for them.

Also, its kind of annoying me how Super has been going for a year and we still don't have another opening. I mean come on.

One Strip! One Strip!The Makaioshin were basically a plot hook that never got picked up from when the Kaioshin were the top gods of the setting. They were planted in the guidebook so that someone could maybe do something with them but no one ever did. By the time Toriyama came back, he had this whole God of Destruction idea going that he wanted to do that was way above the Kaioshin pay-grade, which rendered the Kaioshin Evil Counterpart concept So Last Season before it ever even got a chance to premiere.
People want Black Goku to be a Makaioshin because between the elfy ears and the obvious Potara, he looks like there's a bit of Kaioshin lore to him and the So Last Season issue can be easily resolved by the fact that, holy shit, this asshole fused with Goku. Like an evil Vegetto.

Because DB is the ultimate multi-genre breaking series with unlimited possibilities, it's no wonder that people are ecstatic!
Sure it has flaws, plenty of 'em, but it's still extremely unique when ya look at the whole picture!
