Goku was telling Vegeta that Kid Boo's reincarnation wouldn't be able to participate in the tournament because at least by that time...he would've just been born.

Vegeta then says that he can't be in the tournament since he would be too young and Vegeta said they should get Gohan. They settled on Piccolo after Goku said that Gohan isn't into fighting anymore.
The only explanation I can think of is maybe they don't want people to get confused between Kid Trunks and Future Trunks. Despite the fact they're different sizes. And can wear different clothing.
Hey, maybe Kid Trunks is actually going to get a growth spurt, and that's why they want to make Future Trunks stand out from him!

Actually, after the reborn Freeza fight, Gohan decided it was high time he got back in shape and started training with Piccolo again. He was totally up for fighting in the inter-universal tournament, but the tournament happened to fall on the day of a big science conference he was scheduled to present at. Since the tournament wasn't a life-threatening event (worst case scenario, Earth just gets moved into Universe 6), he decided his career should take precedent and declined to participate. That's when they settled on Piccolo for the final slot.

I think the fact that Mai is now tagging along muddles things for people who haven't followed the series for 25+ years. Blue hair of Future Trunks aside, I don't think we've been told EXPLICITLY what happened to the Pilaf Gang in Future Trunk's timeline, unlike Mister Satan.
Plus, y'know, Mai looking like a teenager, rather than her classic Dragonball version.

I'm more surprised that they're evidently hanging onto the Trunks/Mai idea, after having dropped all hints of it whatsoever so far in Super. Knowing that they haven't dropped it, Future Mai being Future Trunks' future adventuring buddy in the future makes an odd amount of sense, however they decide to justify it. Future.
I was about to say that maybe Pilaf and the Gang wished for youth in Trunks' timeline as well, but that would be impossible (or at least, they would have have to have done in much earlier than in our heroes' timeline, and also ended up becoming even younger than they did there).
Knowing those guys, I wouldn't be surprised if they fell down a hole while hiding from the androids and accidentally landed into the Fountain of Youth or something.

That's not exactly uncommon; I'm definitely taller than my mom at 23. Maybe Trunks just had one hell of a growth spurt since we last saw him.
I'm thinking Pilaf and the gang made their youth wish sometime before the Androids killed Piccolo; we don't actually know when they did it in the main timeline either right? It was definitely before Battle of Gods, but its not unlikely to think they did it in the three year time skip between the end of the Freeza saga and his return.
It'd require a shit ton of retconning though.
