Well, they aren't really important beyond the arc they appear.
Yes, it would be interesting to explore the background between Dabura and Towa, but that's not what Toriyama (or whoever is in charge of Online and Xenoverse) cares about.
Dabura was there to be an obstacle to the heroes and get punked by Majin Boo.
Raditz existed to reveal Goku's past, and had no relevance beyond that, despite the fact that being the brother of the main character should have made him very important.
Hell, Frieza, popular as he is—that he was revived in the official series, then brought back again in the form of a alternate universe counterpart—only exists to create a situation where Vegeta could start a Heel–Face Turn since he took Vegeta's place as the big bad guy of the story.
Toriyama's villains are there to be villains. Not to be developed. And once they've done their job, they are tossed aside.
The exception of course, are the ones who do a Heel–Face Turn, which is a large bulk of the cast, but even they often finish their arcs within the arc they appear, cause when you make things up as you go along, long term planning for character arcs aren't too likely (or will be abandoned as soon as the author changes his mind).

One Strip! One Strip!Yes, but the difference between Raditz and Dabura is that Raditz's family connection was introduced with him at a time when Goku was still relevant. It served its purpose.
Towa's relationship with Dabura was introduced after Dabura had ceased to be relevant. It serves no purpose.

Towa wasn't even the main villain in Xenoverse. Whyever would we waste time on her relationship with Dabura when we have the more relevant relationship between Demigra's stomach and Tokitoki?

One Strip! One Strip!Towa's creation Mira was the main antagonist of Online. Is? Online didn't have an ending it just sorta. Stopped. Guess it wasn't making enough money.
Then again resolution is sorta contrary to the mmo business model to begin with.
Only exception I know is the original Final Fantasy 14. When they were cancelling it to reboot it to A Realm Reborn. And made the cancellation and reboot part of the plot. As a literal apocalypse.
Xenoverse had a stinger with Mira where he regenerated.

Online Multiplayer CRP games do have resolution. You resolve a conflict an then a new conflict starts up, kind of like the Dragon Ball manga. Dragon Ball MMO was a no brainer.
Dabura almost assuredly would have shown up in online, but the time leak and time machine portions never got past the Android saga before the plug was pulled. That's why we never learned what Towa thinks of Dabura. Though Xenoverse implied she cared enough to avenge his death, that's something right?

Speaking of female offspring, anyone get the feeling that Bulla/Bra could possible end up being the strongest? I mean if Goten and Trunks could become Super Saiyan at a young age due to their fathers being Super Saiyans, what does that say about her if she is born with Vegeta now being a SSGSS?

But it would also mean doing something with other female characters besides Bulma.
I love Bulma—horrible person that she is—but it'd be nice if other women in the series got to do a bit more.
Hell, Bulma is the only one where becoming a housewife didn't mean becoming irrelevant.

I dunno. I just don't think Towa and Dabura's relationship is that important in the grand scheme of things. I just kind of assume that Dabura and Towa are dicks to each other.
