To be fair, a lot of those times he'd be equally useless even if he was alive.
Also, when Goku talks about Super Saiyan 3 draining the time he had left, he turns down the offer for Dende to heal him and says he needs to go to the afterlife to heal this. So there are some physical limitations to dead bodies in the living world, and the time allotted to them is not just permission, it's an actual resource (otherwise, he couldn't use it up to off-set the drain of Super Saiyan 3). Without it, they can't just freely visit the living world.
Well for most of Android and Buu Sagas Goku was trying to pass the torch, probably after learning of what happened in Future Trunks timeline after he died - he didn't want the Earth safety to always depend on him. It wasn't until Gotenks and Gohan utterly failed to stop Buu that he decided to step in, simply because at that point he run out of options.
Now you need to find it in a larger size.

Then Beerus and Champa squabble, Goku says it'd be better to fight Hit another time with less restrictions and gently ring-outs himself. Then Monaka gets to the stage and delivers a weak punch on Hit. After a pause, Hit screams and flings himself into a ring-out a la 18, lending Universe 7 a win. Only Goku doesn't know of Monaka's truth. The Galactic King congratulates Goku on a good fight and Goku accidentally shakes the King's penis. Hit doesn't want the cube ship anymore and asks to go home, but then Champa gets pissed off. Then out of nowhere, King of the Multiverse Zen'o and two of his guards appear, making Champa and Beerus freak out hard. That's the end of the episode.
Next episode, The super dragon balls are being used and HOLY FUCK IS ZALAMA HUGE AS FUCK! HIS TOE IS BIGGER THAN A GALAXY!!!

Also, Goku, broadly speaking, listens to authority figures and follows the rules. Like. I mean. Mostly.
If someone says "it's the right thing to do" or "it's part of the balance of the universe" nine times out of ten he'll follow it. He'll bend the rules sometimes.
And, like, he definitely doesn't do everything he's told. King Kai says not to fight Frieza because Frieza's dangerous, Goku ignores that. But when Baba says Goku's time is up, Goku goes, even though he wants to stay and help and protect his family and fight Majin Buu.
There's a good chunk of the Buu Saga where Goku is watching the fighting but still dead and repeatedly expresses that he feels useless and wants to do something.
If theoretically he could teleport there himself, he isn't doing it.
