I mean, Mr. Popo actually knows how to fight and Dende does not, so... That kind of makes things clear.
Dende's actually fairly powerful - he had his power unlocked by Guru.
He's just a joke when compared to the monstrously powerful people that surround him. Remember, even Yamcha can blow up planets.

They seem to be just as strong as Saiyans, yet the warriors would have to be stronger.

I used to call those dudes "The Ass-kicking Nameks".
Note that the first clip I saw of them stopped before Dodoria joined the fight, but they did pretty well, especially since Guru would later state that Nail was the only proper fighting Namek on the planet.
Imagine if More Namekian's had Nail's level of power...that would be a lot of fusing.

Raditz had 1,500 as a low-class Saiyan, and Nappa had 4,000 as an elite. Being close to Nappa's power immediately after the Saiyan arc feels more like series escalation than anything else, same with Nail being revealed to be 42,000 after the fights with the Ginyu Force
I would assume so. But I think he also probably had some proper training as well.

Well, he unlocked Dende and two random aliens. I see no reason why he wouldn't unlock Nail.
While there is no evidence that he did, it makes more sense to me that he did then he didn't.
Hell if he'd done it for more than just the few he did during the Namek saga, maybe they'd have at least....no wait. Frieza could have still solo'ed them all. Never mind.

In interviews Toriyama uses the rankings low-class / mid-class / elite, and here elite matched what was previously described as "super elite" (King Vegeta and Prince Vegeta). Nappa was an elite in the manga, but not part of the elite ranking Toriyama used in the interviews.
The way I see it, elite / super elite is what is actually used by the Saiyans (who exaggerate their importance), whereas mid-class / elite is the more accurate, out-of-universe distinctions.
In any case they have three distinct classes.

I like to think the three that confronted Freeza's goons had just come back from being unlocked by Guru. It fits with their absence at the start of that fight, and would be a good way to foreshadow the Guru's power.

Whis' job is to train Gods of Destruction for the job and cater to their needs. Mr. Popo serves the exact same purpose, but for Earth's God. Hell, it's completely possible that Mr. Popo is stronger than Dende!
