That's not right. Cell was pushing Gohan back while laughing and having a good time. That's not "barely" handling him.
If that was 50% of Gohan's power than it absolutely doesn't measure up to Cell, is no threat to Cell, and can only delay the inevitable.
Piccolo also described his ki as "far too weak" during the clash.

"Barely handling" may have been a poor choice of words, but the point is that Cell's advantage, though insurmountable, wasn't so great that Gohan couldn't push back against it. Cell was clearly more powerful, but not so powerful that he could simply smash Gohan's Kamehameha back in his face as he might to, say, Piccolo or Vegeta.

Doesn't Porunga operate under the same 'can't affect anyone stronger than the creator"? rule? How'd he move the entirety of Planet Namek then? Even if Guru was somehow above Kami's level and the rest of the Namekian warriors (Nail), he'd still have to have moved Vegeta. They couldn't forcibly relocate Goku.

Although we seem to be in firm retcon territory with the idea that the other dragon balls were taken from the Super Dragon Balls.
Vegeta flew towards the Dragon...avoiding the fight, but when he was close to Freezerator, he tried to attack him anyway.
It's like he forgot how his Saiyan genes work.
