Actually, where was it ever said or shown that Goku used the Kaio-ken in short bursts? I always took that as fanon, seeing as how the closest to that was taking out the Ginyu Force, but seeing as how his base power level was 90,000 at his max, he'd already be stronger than every member without having to use the Kaio-ken, so it was probably just him concealing his power and letting it rise to full for brief instances before holding back again.

One Strip! One Strip!King Kai mentions the Kaio-ken bursts in the anime when Goku was fighting Freeza, though I have no idea if it was mentioned in the manga. I'm also pretty sure the multiplier he was using was x20, though that could have been an anime invention as well. I mean, in Xenoverse, you could get the standard Kaio-ken, the x3 variant, and the x20 variant, so I'm sure it happened at least in the anime.

The x10 was in the manga as well. The x20 is in both and it was used during Goku's final Kamehameha before the Spirit Bomb.

Check out my book!I wasn't talking about Goku vs Frieza though, I was talking about Goku before he had to be put in a healing tank and got a Zenkai that boosted him from 90,000 to 3,000,000. Also, the anime had it so that after King Kai mentions that Goku's been using the Kaio-ken the whole time, we cut to the same fight between Goku and Frieza in the dust cloud, only for us to then physically see him using the Kaio-ken x10 during it, just to see him get his ass kicked in the Kaio-ken state near the end.

So it's normal that his ability to use Kaioken jumped, because his body has been trained to endure that sort of strain. It's also entirely likely that he would have died instantly had he tried Kaioken X20 before he got the Zenkai from Vegeta's beating.
Incidentally: Ginyu can't draw out Goku's full power not because he can't draw out anyone's full power, it's just that Goku's body is significantly more complicated to use. if he'd, say, taken Vegeta's body, it's almost certain that he'd have had Vegeta's full power. Remember: Ginyu was shocked that he didn't have access to Goku's full power from the get go, which means that every other time he's changed, he's had access to it right from the start. Goku's body is just hard to use. Difficult, but Awesome, in a way.

Gohan's body is, undoubtedly, the easiest to use simply because all of his power is natural.

Indeed. The thing with him bringing out Cabba's latent power seems to be the norm, if his bafflement at not being able to use Goku's body is anything to go by.
It would make sense. In quite a few cases, he'd need to immediately get back to fighting in the new body, and once the initial shock of one of their own betraying them is overcome, he'd have to be ready to fight some powerful enemies so being able to use his new body to its utmost effectiveness right away is a must have talent.
