It makes perfect sense given how the world of Dragon Ball works. It's just something that can be done.
On the other hand, what The Flash did... well, it's your average DC over the top nonsense.

Please, Cosmic Armor Superman is the absolute strongest Superman to ever get made; not only does he exist inside Monitor Space, the highest dimensional space inside the DC multiverse, but he can also break the fourth wall, and manipulate the very plot itself, meaning the only thing higher than him would be The Source and the authors.
Let's see if you can get past my Beelzemon. Mephiles, WARP SHINKA!By contrast, Post-Flashpoint Superman is probably the weakest we've seen him in years; he hasn't shown the same intangibility and invisibility powers that Post-Crisis Superman had, nor has he shown off the Infinite Mass Punch; he also hasn't shown any of the same mental defenses like Post-Crisis Superman has, i.e., the mental blocks and Torquasm-Vo, meaning he should be only as resistant to those abilities as any other person would be with a strong will.

Oh, right
Flash has gone outside of time and space, too.
And then won a race back to Earth against a guy who could teleport anywhere instantly.
