The developers mock him because they are also fans, and therefore are aware of Yamcha's status as the Fandom punching bag.
One Strip! One Strip!@Saiga No offense, but I don't agree. He even gets mocked In-Universe. On Family Guy, at least all the characters get mocked at one point.
DBZ singled out characters to derail and only Yamcha gets mocked In-Universe. He was even mocked by Mr. Popo for crying out loud!!!

Popo is so strong he can keep up with two Super Saiyans going all-out at him. Compared to him, everyone up through the Android Saga is weak.
This may or may not be true in the manga, given that I strongly suspect that scene to be anime filler, but haven't actually read the manga to know for certain.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Almost all of the Goku vs Freeza fight. One of the biggest cases of filler in the anime, especially the final segment (I divide that fight into three segments: base/kaio-ken Goku vs Freeza, Genki-Dama attempt, and SS Goku vs 100% Freeza). And that scene where second form Freeza chases Krillin, Gohan fighting 100% Freeza (and not being atomized with a glare), and Goku's dream where Vegeta talks to him while fighting Freeza, et cetera.
Anime!Popo is not to be fucked with. Those kids are stronger than Piccolo, who was stronger than Semi-Perfect Cell, so his ability to hold his own against them and tank a kick while laughing speaks volumes. He'd wipe the floor with anyone before Perfect Cell.

In addition, there was still some padding in the fights. I remember that there was a fair bit of padding in Vegeta vs Cell for instance.
That's good, at least.
I don't mind the filler that makes fights longer (Not as in Inaction Sequences, but actual fighting), personally. The silly subplots like Fake Namek or Bulma-Ginyu are rather annoying, though.
I suppose they were mandatory at the time, though. It's not like they could just say "Nope, no new episodes until Toriyama cranks out some more material." without going off the air or something.
