Actually, that's really the only way this makes sense. Goku knows roughly how much power an opponent is holding back, and he changes his power just enough so the opponent realises "oh crap, I'd better bring out the big guns".
Also, I'm now realising Vegeta fighting Frost pre-Reveal would have been really interesting. He'd have to get over his overwhelming desire to kill anything that looks like Freeza, because Frost was (seemingly) not like him.

The *Legendary* Super Saiyan is motivated by a crying infant! He is a literal giant f***ing baby!That wouldn't make sense to me. He knew Freeza was holding something back and wanted to see it, but he didn't know how strong he would be because once he saw Golden Freeza he was blown away.
He transformed first because both knew the other had something in reserve. I don't see why he would pull out everything he had if he still had a form inbetween them, because it's unnessecary. Kind of like how Frost jumped to his Assault Form instead of going to his final form because he hadn't seen the need for it.
I think Goku was already beyond his regular Super Saiyan by using his God power and used Super Saiyan Blue because it was his last trump card.
Why did all of you ignore the best Freeza?

If Toei wanted to monetize DBZA, they should hire Team Four Star. To be quite honest, someone else profitting from my work at no realistic benefit to myself would be enough to make me quit doing said work.

Nobody can sense power that isn't actively being used; if they could, it would defeat the entire purpose of suppressing one's ki.
The exception was Goku's fight with Frieza on Namek, not because Goku could sense how much energy Frieza truly had but because Frieza was kind enough to provide a running percentage of how much he was using at a given time. All Goku had to do was figure out if he was bluffing or not - and, specifically because he can't sense power that's being suppressed, he did initially put his hopes on the idea that Frieza was lying through his teeth.
"Someone else profiting from my work at no realistic benefit to myself" can also be used to describe parody series like TFS in the first place. TFS don't directly monetize their Abridged videos, but they still make their money on the brand and characters; that's specifically why they removed the word "non-profit" from the blurb that starts each video.
Only sort of. They're content to monetize TFS's Abridged videos but they got pissed off at the DBcember videos where they reviewed every Dragon Ball movie and special in order from worst to best. Toei issued takedown strikes against those, not against the show. Three strikes auto-kills a channel.
They like the show, but - like many IP holders on You Tube - they're also intent on silencing criticism.

My Tumblr. Currently side-by-side liveblogging Digimon Adventure, sub vs dub.Thing is, there is a very realistic benefit to Toei and the IP holders for Dragon Ball. TFS is free publicity. In fact, if anything, sponsoring them is the best move possible, simply because they're renewing interest in your IP and you don't have to pay them squat. It's not like they're stealing money from the IP Holder.

I'm at a loss for how we're supposed to get an entire episode out of Vegeta fighting Frost, other than "because Toei could spend six episodes drawing out Goku visiting the men's room."

- CHAMPA: Objection! Can we just end the fight already? Beerus's challenger has spent the past twenty minutes refusing to let this match conclude, and appears to be deriving some manner of sexual pleasure from it.
- BEERUS: This tournament is officially the worst thing that's ever happened to me.
