No, she wasn't. If Toriyama forgot about her, than it was in the Android arc only, because he clearly accounted for her in the Saiyan and Namek arcs, and planned to show a cameo of her in the Boo arc - but he was worried fans wouldn't remember her as it had been so long and swapped her out for 17. That's probably what everyone misinterprets as Toriyama forgetting her.

He mentions her at the start of the Saiyan arc (Krillin says she ran off to pursue Tenshinhan, during the Namek arc era he drew a page of what everyone was doing around the Freeza-Namek battle. She was still chasing down Tenshinhan, not aware that he was dead and on Kaio's planet, safe from her lusty claws.
Maybe not by the author, as you have just proven with Launch (I didn't know he actually referenced her in the manga), but the fandom... oh this fandom.
They are the ones who gleefully jump on any opportunity to stomp a character into the ground. You know who I'm talking about.
Of course, 9 times out of 10 it's Actually Pretty Funny, but still.
I believe that Toriyama should have changed things up a bit. Don't have the same guy always losing in the same way.

OMG, thank you. I hate this fandom so much even more than Bronies and Sonic fans sometimes, because of their constant character bashing. Even on this wiki with the examples, I had to rewrite a lot of them because some of them came off as complaining. I'm not a big fan of Yamcha, but I don't think the writer liked him that much, but I think that Yamcha got the worst treatment out of all the characters.

Did Yamcha experience the Worf Effect? I don't think he did and if he did it was probably in early Dragon Ball.
He always kinda sucked except in the beginning maybe.
Vegeta's the one who gets hit with the Worf Effect hard and repeatedly.
