I'd like to point out that Dende IS a god, he might not necessarily have the ki of one but Super makes it clear he can sense Beerus' strength.
The original version of Resurrection F suggest Goku still can't sense the ki of Beerus and Whis, while Super has Whis mention that Vegeta and Goku are learning to sense the ki of a god through their training.
@Known Freeza doesn't have any sort of God powers. He's just as strong as them.
So it's just another power ceiling that just means Goku and Vegeta get that much stronger.

I notice that it seems like Toriyama likes filler more than people think.
He mentioned the Tuffles making Scouters and Saiyans not being from Planet Plant like that one filler with King Kai.
And the original SSG sounds like the King Kai filler of the God of the Saiyans planet trying to wipe them out for their wickedness.
Could Toriyama have liked some filler? Or maybe when Toei made some filler it came from ideas Toriyama gave?
Toriyama definitely has drawn things with Goku with cars, so he probably liked the driving filler.

Kami is god of the Earth. North Kaio is the overseer of all gods in North Galaxy. Daikaio(never actually seen, so they were likely all killed by Majin Buu) oversee all kaio in a galaxy, kaioshin oversee oversee an unspecified number of daikaio(only one is left at the start of the Buu saga and he only looks after four kaio because Buu), Daikaioshin oversaw four Kaioshin(which suggests Kaioshin oversaw four daikaio, though the addition of a kaioshin of time, in Dragon Ball Online, which "Xenovers" suggests is indeed another Kaioshin suggests the order of creation is/was more complex than the manga initially led us to believe).
The point is, kai are gods. God has always been a job in Dragon Ball that comes with some fine perks. What makes super saiyan god different from every other god is that it is a combat transformation created by five rebels rather than a position in the universal hierarchy.
If North Kaio says he can sense Beerus coming and Goku can't, then explains to Goku that he can't sense a god's KI, that is both confirmation that Kaio is a god and a suggestion Goku's never been aware of his ki. But we do know the moon only has roughly 26% less surface area than Asia. Master Roshi could destroy the moon without a trace and he's weaker than Daimo Piccolo, who is weaker than Piccolo Jr at the Budokai, who is weaker than Goku when he fought Raditz, who is weaker than Bubbles. So Bubbles is a potential continent mover. He is a good instant transmission target.

What with Whis offering it to Goku. Same way Kami offered to put Goku in charge of Earth.
Beerus wasn't born as a God.
Beerus became what he is because of training with Whis.
He probably had a lot of potential to begin with. It seems Whis and Vados found a pair of kittens and Whis trained one twin while Vados trained the other.

Oh I just had a thought.
I was saying before how it's unfair that The Kaioushin are so much weaker than Beerus (sure he's never killed them, but there's little they can do to stop him, and they basically have to live constantly in fear of him).
Then it occurred to me: The Fusion Earrings. In the event that Beerus even got too big for his britches one day, they might have used those earrings to fuse as many Kaioushin together as possible in an attempt to match him as a sort of Godzilla Threshold type reaction.
And I'm not talking just the main 4 and Dai-Kaioushin either. There's also Kai like Kibito and I suppose Skot as well. Even enough of them fused together they might be a match for Beerus.
One Strip! One Strip!The fact that Whis offered the job "when" Beerus dies implies that Beerus isn't immortal and doesn't have eternal life.
...The fact that he offers it to Goku implies that either Goku is going to outlive Beerus, or he's allowed to give Goku the job in the afterlife, which would be weird because in that case why would Beerus have to stop just because of dying?
Pretty sure Kami and King Kai still had to keep doing their jobs after death.

I kind of want Whis to be an example of A Dog Named "Dog", considering his assertion that "He's a Whis".
The Kai are not the same kind of gods that Beerus is, at least, it doesn't seem to be that way. Their ki can be felt, while Beerus' cannot. Their lifespan is quite evidently shorter than Beerus'. They're more overseers, rulers, than anything else.
They may be gods, in a way, but it's clear that the Kai kind of god and the Beerus kind of god is totally different.
