The only one I can think of is when he blew himself up and zeknai'd into Super Perfect Bullshit.

If Gohan hadn't used a blast powerful enough to completely destroy his core (by incinerating him) he might have still come back.
One Strip! One Strip!Actually, he can abuse it far more than any other being in the universe can.
Because he can explode himself down to one cell on command and regenerate with no adverse effects, and thus, trigger a zenkai whenever he needs one.
Simply put, if Cell had taken the time to trigger another zenkai before getting back, he would've shitstomped Gohan with minimal effort.

The probability of reducing himself to just that cell every time must be ridiculously low.
Being able to put up a "good fight" against Semi-Perfect Cell would completely fuck up the story.
The Androids are not match to them so there's no way he wouldn't just immediately vaporize them when they showed up. He'd easily slaughter first form Cell in his first appearance, and he'd still be stronger than Cell after his second appearance so why did Cell even drink all those humans? It effectively would have gone nowhere that he was doing that. Then Semi-Perfect Cell looks kind of bad even before Vegeta shows up and kicks his ass.
Semi-Perfect Cell was kind of a letdown as he is, he doesn't need to be dragged down further to make Piccolo look a little better.
The story and villain's threat is much more important than making Piccolo look good.
The problem is that Toriyama built up Piccolo's fusion and clearly had a plan for it, but he didn't have a need for it. It moved the story along when he hit a brick wall but it didn't end up needing to be a big deal.
That is a very good point, about making the villains too unimpressive right from the starting bell.
But on the other hand I still don't like the idea of such an important fusion being below 16, or that it's something the Saiyans could fairly easily surpass with MOAR TRAININGS.
But on the other other hand it only seems easy to us due to the Time Dilation.
